CONTRACT ADMINISTRATOR

Rapidly growing Federal Contractor seeking an effective, highly motivated and detail-oriented Contract Administrator who thrives on responsibility. Responsibilities:
- With management oversight, generates, reviews and maintains documents and records pertaining to all aspects of the contracting process, such as but not limited to: bid/proposal documents, pre-award and post-award correspondence, task orders, modifications, closeout records, amendments, cost estimates and delivery orders. Contract types include: Firm Fixed Price, IDIQ, BPA, GSA, TM and Labor Hours, etc. Position will eventually transition into cradle-to-grave management of federal contracts through training, individual certification and tenure.
- Reviews solicitations and prepares routine response for proposals, bids, and contract modifications. Analyzes contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, corporate policies and business unit procedures.
- Drafts and negotiates basic contractual instruments commensurate with skills and grade level. Communicates contract policy and practice to internal business teams.
- Effectively communicates with COs and other government representatives relative to the administration of the contract.
- Proactively follow up and suspense items at each phase of the contract process. Maintain and update master list of contracts with current phase status.
- Works closely with Business Group Analysts.
- Ensures contract review, approval and execution in accordance with corporate and/or business unit guidelines.
- Assists with evaluating proposals for possible subcontracting opportunities to include sourcing reputable subcontracting businesses.
- Performs routine standard investigations into corporate capabilities and financial capabilities to perform required work by teammates and subcontractors.
- Assists with preparing routine teaming agreements, non-disclosure agreements, subcontracts and modifications, Blanket Purchase Agreements, and other contract actions
- Prepares, organizes and maintains contract records and files documenting contract performance and compliance
- Provides general contract and subcontract administration providing appropriate level of expertise in matters related to government contracting for multiple agencies and all contract types.
- Using knowledge of negotiating methods, techniques, and principles, works with Request For Quotes (RFQs), and Requests For Proposals (RFPs), for standard items/services.
- Reviews proposed new task orders, change orders, and modifications and communicates with Director of Contracting. Administers contract change control process on assigned contracts.
- Assists mid- to high-level contract professionals in working with internal or external business teams on issues and developments relative to assigned contracts.
- Performs research; provides audit support; performs cost and price analysis; resolves routine contractual issues; assists with contract budget preparation and contract closeout.
- Supports concurrent requirements for different internal customers.
- Serves as the primary interface and point of contact for assigned contracts, working closely with professional staff located within various JMWA office locations.
- Works closely with Accounting, assisting with required information to ensure the timely processing of invoices for payment.
- Examines statements of compliance to ascertain compliance with Department of Labor (DOL).
- Updates and maintains corporate contracting library with current federal/state and corporate regulations and policies.
Requirements:
- B.S. Degree from an accredited college or university in business administration, management, finance, accounting or related discipline preferred. Experience may be accepted in lieu of degree
- 4-6 years’ experience in a Contract or Subcontract Administrator role.
- Knowledge of the proposal process as it relates to federal business cycles and the preparation of Requests for Proposals.
- Ability to research, interpret and analyze precedent decisions laws, and regulations according to the FAR, DFAR, and various GSA Schedules, Cost Accounting Standards (CAS), Service Contract Act of 1965 and Davis Bacon Act with minimal oversight.
- Successful candidate possesses highly developed time-management, task prioritization, problem-resolution and organizational skills, as well as work under firm and quick turnaround deadlines.
- Candidate must further possess effective written and verbal communication skills (must be able to craft original technical correspondence), exceptional word-processing skills and proficiency with MS Excel to include formulas and pivot tables.
- Capable of writing clear and comprehensive documents/reports based on business related data derived from numerous sources.
- Candidates must be able to multitask; effectively manage time and prioritize workload; and work under firm and quick turnaround deadlines.
Preferred Qualifications:
- Active enrollment/progression toward Contract Management Certification from a professional association such as NCMA or FAI (i.e. CFCM, CPCM, FAC-C).
- Ability to research, interpret and analyze precedent decisions laws, and regulations according to, but not limited to, the FAR, DFAR, and various GSA Schedules.
