Job Description

GENERAL SUMMARY

Under the general supervision of the Corporate Contracts Manager of Supply Chain, Medical Team S/he operates within the established Corporate, hospital, and departmental policies and procedures. S/he works with other contract managers and/or individually on behalf of hospital customers to negotiate and finalize contracts for the hospitals Radiology departments. Responsible for identifying opportunities, sourcing vendors, requesting proposals and negotiating contracts in a professional and ethical manner. S/he ensures that the assets of the organization are protected using appropriate contractual language while managing existing contracts to ensure compliance and quality from the existing supplier. This position provides extensive support to the Material Management Directors, Clinical Department Directors, PHS Purchasing, MMIS, MM Content Management and Conversion Teams, Accounts Payable, Business Operations, and on-site logistics.

PRINCIPAL DUTIES AND RESPONSIBILITIES

"€¢ Working with Purchasing, Content Management Conversion Team, MMIS, Accounts Payable, Business Operations, and hospital customers identifies opportunities of cost savings or clinical value.
"€¢ Negotiates cost, terms and conditions with suppliers using requests for proposals, negotiations and analyses covering both product and capital equipment needs.
"€¢ Provides summary of proposals from multiple suppliers to customers in a clear, concise and accurate manner providing all supporting information.
"€¢ Drafts contractual agreements, amendments and addenda with input from legal counsel when applicable, to assure that Partners"€™ organizational assets are protected and risks mitigated.
"€¢ Develops, negotiates, and executes major multi-year, multi-million dollar agreements for the system in accordance with accepted strategies and plans. Assists in coordinating this function with other areas of Materials Management.
"€¢ Works closely with clinicians, managers, and peers, to develop and operationalize contracts with major manufacturers and distributors to reduce costs, eliminate inventory redundancy, improve upon supply chain processes, and manage resources and item conversions within the system.
"€¢ Serves as a liaison and ambassador within the institution and across Partners HealthCare on behalf of Materials Management. Works with management members in the pursuit of integrated Materials services across the Partners HealthCare network.
"€¢ Utilizes GPO contracting relationships to enhance value to participating members.
"€¢ Consults with leaders and management from throughout the Partners system to provide expert advice regarding, contracting and marketplace conditions.
"€¢ Supports and implements new programs occurring hospital-wide such as productivity improvement, downsizing, refurbishment projects, quality initiatives, and cost major management initiatives.
"€¢ Proactively monitors industry trends and opportunities and reassess agreements, as needed, to ensure Partners maintains its leadership position in the marketplace.
"€¢ Monitor all agreements to guarantee supplier obligations are met, rebates and incentives are earned, and that contract and pricing expiration dates are implemented and met.
"€¢ Work closely with entity resource staff to solicit support and input in the contracting process.
"€¢ Provides input to Corporate Manager of Corporate Contracts on a number of issues including strategic direction for contracts department, marketplace trends, GPO movement, etc.
"€¢ Positively represents the Corporate Manager of Corporate Contracts in word and spirit on behalf of the Partners HealthCare.
"€¢ Works with the Corporate Manager of Corporate Contracts to ensure that the contracts/projects timelines are consistently met and include end user input and acceptance.
"€¢ Promotes a team approach within the department and with all other Partners HealthCare System departments.
"€¢ Performs other duties as assigned

SCOPE OF POSITION

Actively supports, develops and implements measurable cost reduction initiatives. Actively works with all customers to understand their needs and internal systems. Works with senior management, clinicians and end users to positively impact hospital based expenses. High profile, system-wide span with professional accountability, representing the Finance organization.

Qualifications

"€¢ Requires excellent presentation skills, verbal and written communication and analytical skills. Extensive contracting and negotiating experience (Health Care System preferred).
"€¢ Minimum of three years experience in a healthcare setting preferred.
"€¢ Minimum of a Bachelor"€™s degree or equivalent required, MBA preferred.
"€¢ Self-starter with broad and thorough understanding of the significance of the customer service and satisfaction spectrum.
"€¢ Must have the ability to work independently and in a team setting.
"€¢ Requires the ability to make informed decisions, manage and prioritize workload and meet deadlines independently. Must handle multiple projects and contracts simultaneously.
