Position: Contract Specialist – Purchasing
Reports to: Director of Purchasing
Scope: Assists the Purchasing Director, Senior Buyer and other departmental staff in the planning, development, award and on-going management of complex proposals and contracts along with assisting in the supervision and the administration functions of the Purchasing Department which would include the preparation of Request for Proposal (RFP) and Request for Qualification (RFQ). Assists in the development of administrative procedures designed to comply with appropriate federal, state, local and University regulations affecting contractual agreements. Perform non-standard, complex, technical and statistical duties. Conduct technical reviews of contracts and related documents and verifies contract data. Compiles information from contractor bid proposals and bid specifications in the preparation of contracts to include mathematical equations, specialized tables and complex contractual language. Inputs, edits, stores, retrieves, formats, prints and accumulates a variety of documents and reports that relate to contract development. Interacts with staff, faculty, clients and outside contractors on contractual inquiries. This is a security-sensitive position subject to Texas Education Code 51.215 which allows the employer to obtain criminal history record information.
Education: Bachelor’s degree from an accredited college or university with proficiency in Microsoft Word, Excel and Power Point is mandatory. Certified Texas Purchaser (CTP) certification required within one year of employment.
Experience: Two years of purchasing and contract bidding experience preferably in the public sector is required. Some experience with Project Manager preferred.
Knowledge, Skills
Abilities: Excellent verbal and written communication skills and problem–solving skills. Ability to manage multiple deadlines on time-sensitive projects.
Salary: Commensurate with qualifications and in accordance with
UTB Pay Plan.
