Responsibilities: Serve as the special security official on multiple programs, providing expertise in all security functions for selected programs in accordance with the NISPOM, supplements, overprints and other government regulations (e.g. JAFAN). Provide facility security administration, documentation and management; ensure the adherence to contractual guidance for numerous programs and facilities. Maintain understanding of the selected programs technology and maintain a thorough understanding of the sponsors security requirements. Establish and assist in administering special security provisions in subcontracts. Provide professional interactions with a broad cross-section of staff members within APL and with individuals external to APL. Represent the Lab while conducting liaison between the APL, government sponsors, and subcontractors. Advise management in the area of security where risks and tradeoffs have a direct impact on the accomplishment of the project, test or evaluation. Assist Program Managers in the interpretation, application and compliance with Security Classification Guides (SCGs). Identify and resolve problems and issues. Identify legal, regulatory and compliance concerns. Perform physical security responsibilities for several facilities. Required Qualifications: Bachelors Degree or equivalent in Business, Information Systems, or similar field. 5-10 years of professional security experience and at least two years of direct experience working as a program security officer. An in-depth understanding of advanced security principles and government special security regulations (i.e. JAFAN) . Ability to develop and execute security policy, plans and procedures. Strong knowledge of computer applications and multiple systems and accessories (e.g. Zip drives) and security software applications (e.g. SIMS, JPAS). Excellent organizational/communications skills and the ability to effectively interact with staff at all levels. Desired Qualifications: Experience working in an organization with reporting responsibilities to multiple sponsors/authorities. Some information systems skills desired. Security Requirements: TS/SCI Clearance w/ Poly is required. Applicants selected will be subject to a Government security investigation and must meet the eligibility requirements for an SSBI and access to Sensitive Compartmented Information. Must also be eligible for a Polygraph examination. Preference for current SSBI. Eligibility requirements include US citizenship. levels. Special Working Conditions: Will be working in a closed environment; extended hours periodically required; valid state driver's license required; minimal (1-2 weeks per year) local and out of area travel may be required.
