Contracts Administrator, Construction Transmission Projects

Job Description AECOM is looking to recruit Contract Administrators for Construction Transmission Projects for an anticipated transmission and distribution project in the greater Edmonton, Alberta, Canada region. These are regular full time opportunities and relocation assistance and per diem may be available. Reporting to the Construction Manager, this position provides contract administration and contract management support related to key supplies, equipment and services to Direct Assign Transmission Projects, including execution, monitoring, preparation and negotiation of change orders and close out. Responsibilities to include: - Review and understand contracts for goods and services to identify key responsibilities, deliverables and associated actions required of various participants. - Prepare and monitor contract deliverable matrix that outlines: vendors/contractors contractual obligations as well as Owner's, the type of obligation, parties responsible, positive actions required and the time or frequency of such actions. - Exercise professional judgment in determining and implementing suitable practices to monitor and control contractor activities to ensure compliance with the terms of the contract while ensuring consistency with industry standards, corporate and regulatory policies and procedures. - Provide Contractual advice and support to ATCO Representatives overseeing, monitoring and supervising contracted work i.e. Project Managers, discipline Engineers and Site Construction Supervisors. - Develop and recommend appropriate changes and amendments to contracts by verifying all change orders are within the approved scope of work and initiating contract amendments when requested changes warrant. - Resolve contract issues, claims and disputes quickly and efficiently by recommending a course of action and escalating issues as appropriate. - Ensuring project funds are approved and are properly allocated, payment of invoices are in accordance with contract terms and conditions and are properly accrued and authorized. - Track and maintain status reports of direct assign projects on safety performance, construction progress, cost-to-date and quality of work against safety targets, execution plan, budget estimates, and quality standards. - Maintain an accurate and current contract documentation including control registers, change logs and tracking sheets as appropriate. - Provide feedback to improve the preparation of the ITB/ RFP/ RFQ processes, as well as contribute in the selection of bidders and contractors based on historical performance and experience. - Review or otherwise comment on the development of the contract by applying knowledge of regulations, laws, and contract terms and conditions. Qualifications to include: - University degree or diploma (preferably in a related field) - Certified Construction Contract Administrator (CCCA) Designation is preferred. - A minimum of 7 years experience in project management or procurement, construction contracts and other contracts for services. - Experience working with large scale contracts ( $10 million) and complex projects. - Significant knowledge of contract composition, contract law and dispute resolution. - Working knowledge of project scheduling and project financial reporting controls. - Excellent interpersonal communication (both written and oral) skills. - Exceptional analytical and problem solving skills. - Proven negotiating skills.
