CONTRACTS MANAGER Job in Ayer 01432, Massachusetts US
L-3 Maritime Systems has locations in Newburyport and Ayer, Massachusetts, Leesburg, Virginia and New Orleans, LA. Our core business is communication, navigation and control systems for Navy ships, including Integrated Voice Systems (telephone, intercom, announcing, radio, wire free, etc.), Ship Control and Integrated Bridge Systems, Computerized Information Systems and Machinery Control Systems. We utilize the latest commercial technology and apply it to the unique applications that exist on Navy ships. We are currently looking for an experienced Contracts Manager for our Ayer, MA, location.
The ideal candidate will be responsible for all Company contracts and subcontracts management activities on one or more programs or program segments of high complexity. He/she will review RFPs/proposals and ensure that contractual activities comply with all terms and conditions. Establish major contract objectives or policies for the Company, ensuring compliance with FAR and other applicable regulations. Direct the compliance oversight function. Other duties and responsibilities are as follows:
1.) Leads proposal activity in regard to contract aspects.
- Develops optimal business relationship with customer's Contracting Officer or other appropriate contracting official; represents Company's concerns to customer so as to influence development of the solicitation/contract in a manner mutually beneficial to Company and the customer.
- Analyzes entire solicitation with special emphasis on identifying and assessing risks to Company in performance requirements and payment terms; based on this assessment, inputs ground rules for proposal preparation, develops the Contracts and Pricing position on risk issues, writes alternate contract clauses as necessary, and writes assigned proposal sections.
- By participation and input to proposal, helps ensure that the proposal meets the customer's and Company's requirements.
2.) Serves as single point of contact with the customer's procuring activity and is the only person authorized to sign contractual agreements for the Company, as limited by his/her signature authority.
- Develops a business-like, mutually beneficial relationship with customer.
- Establishes self as the customer point-of-contact by earning the respect of all parties.
- Identifies, prepares, understands, and represents Company's positions on issues effectively.
3.) Negotiates contracts and agreements with the customer’s procuring activity.
- Leads fact finding/audit responses to ensure favorable recommendations by customer reviewers.
- During conduct of negotiations, ensures compliance with all laws, regulations, and Company policies e.g., Truth In Negotiations Act, Procurement Integrity, etc.
- Researches, prepares and staffs a complete negotiation plan that meets the Company’s business objectives.
- Leads the assigned negotiation team in an effective manner toward accomplishment of Company’s negotiation plan.
- Conducts negotiations effectively through skillful use of offers, timing, and overall responsiveness to customer concerns.
- Closes negotiations completely by ensuring that ALL elements are understood and acceptable to both parties.
4.) Administers contracts and agreements in a way to ensure full compliance with all regulations by the Company and protection of the Company’s best interests.
· Manages all contract and subcontract activity. Reviews and interprets RFPs/proposals, contracts, subcontracts, etc., and ensures contractual activities comply with all terms and conditions. Ensures flow down of customer requirements to all departments, including finance, supply chain, programs, etc.
- Interprets and validates contract invoicing requirements to ensure compliance with contract terms and conditions.
· Maintains and demonstrates comprehensive knowledge of law, Government regulations, policies, and contracting tools, i.e., contract types.
· Maintains awareness of and involvement in program activities (e.g., Management Control and Information System, cost accumulation on un-priced actions, Cost Accounting Standards compliance and changes).
· Takes the initiative in recognizing contract problems (e.g., changes, claims, disputes), and initiates and closes corrective action.
· Maintains a contract baseline and strives to keep it current.
· Prepares, negotiates, and administers various agreements effectively, e.g., Non-Disclosure Agreements, Teaming Agreements, Licenses, Data Rights Assertions, etc.
· Participates actively in subcontract planning, negotiation, and execution.
· Files contract required reports, such as Small Business Subcontracting Plans and Patent Reports.
· Prepares Contract Information Sheets for order input.
5.) Performs other Duties as assigned, including but not limited to:
- Contributes to achievement of Critical Success Factors.
- Leads or participates in Continuous Process Improvement (CPI) initiatives.
- Works with Defense Plant Representative Office(r) (DPRO) to achieve a good relationship by providing competent and timely service.
- Serves as the International Agreements Administrator.
- Serves as the Empowered Official.
- Serves as the FCPA Le.ad.
- Serves as the OCI lead.
Required Education and Experience:
1. Bachelor’s degree in closely related discipline, or equivalent level of demonstrated knowledge acquired through experience and/or other training.
2. At least ten (10) years of experience managing contracts in a government contracting environment.
3. Prior experience working with Federal Department of Defense (DOD)/US Navy/Military (MIL).
4. Prior experience with government contracting requirements, such as FAR, ITAR, etc.
