Contracts Manager

Job Description:

The Contracts Manager will be responsible for performing the full range of contract administration and management functions, as well as providing leadership to the business and program leaders of one or more significant programs within the Systems Integration and Engineering (SIE) product line within RTSC Customized Engineering and Deport Support (CEDS).

The Contracts Manager assists Program Managers in achieving program business area financial and performance goals and objectives by leading and/or assisting the program team in business meetings, proposal activities, negotiations, contractual agreements, customer correspondence, and contract administration. The successful candidate must be adept at recognizing contractual issues in program performance, implementing solutions, carrying to completion, while exercising good judgment with minimal supervision. Demonstrate a sound understanding of business agreements, i.e., teaming agreements, proprietary information agreements, etc., along with understanding of management, organization, planning and controls.

The responsibilities of this position will include, but are not limit to:

  • Preparation, review, and submittal of proposals;

  • Offering solutions to mitigate contractual / program risks;

  • Maintaining contract files;

  • Developing negotiation strategies;

  • Negotiation, definitization and execution of contracts in compliance with customer requirements, company policy/procedure, and applicable law/regulation;

  • Understanding how terms and conditions affect prices and schedules and providing guidance to program team;

  • Acting as the focal point of contact with internal and external customers for all contractual matters;

  • Representing the contracts organization in weekly cash meetings to resolve contractual issues for unbilled and over-aged billed receivables;

  • Compliance with FAR, DFARS, ITAR and all other applicable laws and regulations.

    Individual will act as the primary focal point for customer interface during proposal phase, negotiation and program performance. Individual generates contract documentation and obtains management approval as required.

    Required Skills :

  • 8-10 years of contract management experience.

  • Ability to recognize, evaluate and offer mitigation alternatives for business risks including contractual, financial, performance and schedule.

  • Ability to solve problems, develop solutions, and assist the business leaders in achieving their financial and performance goals and objectives.

  • Ability to work within a team, fostering teamwork and trust with both external and internal customers.

  • Capable of developing and maintaining customer relationships based on professionalism, responsiveness, and ethical conduct.

  • Excellent organizational and time management skills are essential. Candidate shall be capable of handling several assignments concurrently while still meeting deadlines.

  • Candidate must demonstrate excellent verbal and written communication skills.

  • Candidate shall be proficient with Microsoft Office applications.

  • Occasional travel to customer facilities will be required as dictated by business needs.

    Desired Skills :

  • Thorough knowledge of and experience working with FAR and DFARS, as well as cost reimbursable and firm fixed priced contracts.

  • International and/or commercial contracting experience a plus.

  • Strong knowledge of intellectual property matters

    Required Education (including Major) :

    Bachelor's Degree in Business or related field in lieu of BS Degree an additional 8 years of related experience required.
