Contracts Specialist
Our client, a downtown oil and gas company, is seeking a Contracts Specialist (Drilling) to join their team on a permanent basis. Reporting to the Director of Procurement, this role will be responsible for developing and implementing long term contracting strategies, including preparing tender and contract packages.
Responsibilities Include:
- Developing and implementing Drilling Sector Strategy and Sector Management Processes
- Preparing pre-qualification documents and evaluation criteria and participating in contractor pre-qualification reviews
- Compiling services and equipment source and bid lists specific to the Drilling Sector
- Working with the Drilling Specialists to develop comprehensive scopes of work
- Implementing detailed remuneration schemes to encourage contractor performance delivery
- Preparing bid evaluation procedures and undertaking commercial evaluation analysis
- Developing comprehensive invitation to tender packages focused on delivering the step-change in operational performance required from our contractors
- Participating in contractor presentation/clarification meetings, tender clarifications and leading key commercial negotiations
- Working with Drilling Specialists to develop and obtain approval for the contract award recommendation
- Preparing final contract documents including frame agreements, reimbursable and lump sum type arrangements
- Obtaining functional review of all contract documents (e.g. Legal, Audit, Control, etc.)
- Supporting post-award management of contractors, including performance reviews and claims resolution
- Analysing and collating Contractor Performance data to support the contractor selection process
- Participation in the formulation, development, implementation, and revision of contracting policies, procedures, and strategies
- Developing corporate long term and short term model pre-qualification, tender and contract documents
- Responsible for the provision of a value added professional contracts service by leading and managing the commercial aspects of the major contract development process
- Delivering Supplier Performance Measurement Management
- Implementing strategies for Demand Management within the overall Supplier Performance Measurement Management framework
- Enhancing and managing relationships with key contractors and suppliers
- Transferring best practices and lessons learnt into the strategy development and contracting process
Qualifications Include:
- Degree in business or technical/science discipline with Certification within Professional Supply Chain organisation (i.e. CPP/C.P.M. or equivalent)
- Minimum of 10 years of experience in Supply Chain Management with direct experience in preparation and negotiation of complex, high value contracts
- Experience in Drilling and/or wells contracting
- Strong analytical, negotiation and communication skills
- Computer literate in MS Word, Excel and Power Point
- International experience or exposure to a multi-cultural business environment
- Ability to provide input for the development of contracting strategies, including lessons learnt; remuneration models etc. as well as the ability to prepare complex contract documents and to finalize terms/resolve claims through negotiation
- Understands internal and external drivers and can clearly develop a business case
- Demonstrates respect for other people’s cultures and perspectives
- Ability to influence the team through sound reasoning
- Skilled in writing, negotiating, awarding and administering professionally complex contracts
- A team player in a multi-cultural environment and will interact at all levels within the organization
