Position Description:
The FHC Governance Committee was chartered in 2010 as part of the Firm's conversion to a Financial Holding Company (FHC). The committee's mandate is to oversee Morgan Stanley's efforts to achieve FHC excellence, including oversight of major infrastructure initiatives and U.S. regulatory response. Morgan Stanley's Chief Operating Officer chairs the committee, and its members include the heads and deputies of the three main business lines (ISG, GWM and MSIM) as well as the heads and deputies of the main infrastructure organizations across the Firm, including Finance, Risk, Operations, Technology Data, Legal and Compliance and Internal Audit.

FHC Program Management (FHC PM) was created in 2010 to execute the mandate of the FHC Governance Committee. It is a boutique department within the Administration Division reporting to the office of the Chief Operating Officer of the Firm.

FHC PM comprises the following functions:
1. Major Infrastructure Initiative Delivery and Financial Management
2. Regulatory Response Oversight
3. Control Strategy Communications
4. Standards and Tools
5. Business, Risk and Compliance Management

Control Strategy Communications

Since transition to an FHC in 2008, the Firm has made substantial investments in developing and strengthening its communication around its risk management capability and improvements in the control infrastructure. This communication is critical to external parties such as the regulators and ratings agencies, as well as internally to build awareness and consistency of messaging across the Firm. Due to the financial reform of the last several years and the industry climate, this function is critical to the Firm's overall success in FHC excellence. In addition to interaction with key stakeholders in the Firm including the COO, CFO, General Counsel, CTO, CRO and Heads of Businesses, the function is extremely "current" and will interface with Federal Regulators.

The FHC PM group is hiring a Professional (non-officer) in New York to build, shape and execute the Control Strategy Communications function.

Key aspects of the role are to:
• Navigate the breadth and depth of the organization and collaborate with subject matter experts.
• Leverage subject matter experts to analyze, develop and synthesize their knowledge and integrate into a larger holistic firm-wide picture.
• Provide data analysis and presentation development, as well as employ other problem-solving skills, in order to deliver high-quality work products for projects sponsored by executive stakeholders. Constituents include the following: CFO, COO, CRO, CEO, the Firm's Board of Directors, Ratings Agencies, and Regulators.
• Manage stakeholder relationships and act as an ambassador within the Firm.
• Take responsibility for content development and execution of internal governance and communications, including regular formal communication channels such as the Morgan Stanley Board of Directors, the Firm Risk Committee (chaired by James Gorman) and FHC Governance Committee meetings.

Preferred
? Management consulting experience strongly preferred
? Financial services experience a plus
? Understanding of risk and control in the financial services industry a plus
? Project management experience a plus
