RESPONSIBILITY
This newly created position will plan, direct, coordinate, and execute all financial and accounting activities of the organization. The incumbent will maximize the strategic use of assets, budgets, and financial tools, to oversee all aspects of the finance and accounting function, including planning and directing ledger accounts, financial statements, cost control systems, general financial operations, forecasting, budget management, and proposal support.
JOB DUTIES
The chosen candidate will be responsible for the following job duties:
- Coordinating the budget procedures and long-range planning and forecasting for collecting and analyzing an annual budget plan. Evaluating the organization's actual performance to set budget. Working closely with the senior leadership team to set the strategic direction of the company and develop plans to mitigate risks to the company?s financial performance.
- Performing monthly and annual reporting and reconciliation of financial books, contracts and invoices.
- Monitoring and reporting on all financials such as line of credit, cash flow, indirect rates, and operating costs.
- Contributes to strategic project planning and resources/personnel development.
- Working closely with the organization?s human resources function to administer payroll, taxes, benefits, compensation plans, and training plans, and to lead the planning and forecasting of headcount and other expenses.
- Working closely with the organization's contract administration function to ensure all contract financial requirements and goals are met.
- Working closely with business development, human resources, and executive team to develop ?price to win? proposals using competitive and approved pricing, including cost proposals, cost narratives, basis of estimates, and subcontractor price analysis. Oversee the preparation and monitoring of the progress of the proposals from a financial standpoint. Develop overhead, general and administrative and material handling rates for proposal pricing and program execution. Lead the activity of submitting incurred cost reports.
- Ensuring compliance with Defense Contract Audit Agency (DCAA), Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS), Fair Labor Standards Act (FLSA), Department of Labor (DOL), Internal Revenue Service (IRS), U.S. General Services Administration (GSA), and Generally Accepted Accounting Principles (GAAP), and other applicable laws and guiding agencies. Interfacing with DCAA during pricing audits.
Qualifications
JOB REQUIREMENTS
- BA/BS in Finance, Accounting, or other related field.
- Minimum related experience of 12+ years, with management experience of 6+ years, with significant experience working in federal contracts.
- Must be able to work from the Greenbelt, Maryland office 5 days a week.
- Experience with Microsoft Office (Word, Excel, PowerPoint).
- Experience in the financial administration of all contract types, including Cost-Plus-Fixed-Fee, Cost-Plus-Award-Fee, Firm Fixed Price, Time and Materials, etc.
- Experience with leading an audit process, including interfacing with both private audit agencies and federal agencies such as DCAA and GSA.
- Experience with industry-standard software (e.g., Deltek) for accounting, time keeping and salary information.
- Possesses mastery of a variety of the field's concepts, practices, and procedures, including compliance with Defense Contract Audit Agency (DCAA), Federal Acquisition Regulations (FAR), Fair Labor Standards Act (FLSA), Department of Labor (DOL), Internal Revenue Service (IRS), U.S. General Services Administration (GSA), and Generally Accepted Accounting Principles (GAAP).

DESIRED SKILLS AND EXPERIENCE
- Experience leading a transition of financial record systems from one system to another, preferably to a Deltek product.
- Experience with Deltek timekeeping and accounting systems.
