Bachelors degree in Finance or related area or equivalent and minimum ten(10)years of experience working in Program Office Estimates for ACAT I programs. Must have an understanding of major program acquisition policy, reviews, approvals; skilled in Earned Value Management (EVM) including but not limited to analyzing Contractor Cost Performance Reports (CPRs) and Contract Funds Status Reports (CFSRs); skilled in use of wInsight software; proficient use of cost estimating software - Crystal Ball, ACE-IT, etc.; briefing skills a must; be B-2 cleared.
Must possess a thorough understanding and knowledge of Air Force and DoD financial policy interpretation and application in regard to Cost Estimating.

Must have an active Secret level security clearance.

We are currently seeking a Cost Estimator to support our office at Wright Patterson AFB, Dayton, Ohio.

Responsibilities:

Support financial management activities associated with acquisition and sustainment of the B-2 Aircraft program utilizing financial management software. Assist with development of, establishment of, and maintenance of financial control efforts to ensure compatibility of financial functions with program planning; ensure compliance with applicable regulations and directives; perform detailed comparisons; and forecast funding requirements. Prepare and deliver financial presentations for program and financial reviews and conduct financial reconciliations of transactions.
2. Participate in compliance reviews of contractor cost/schedule control system IAW DoD standards.
3. Assist with issuing funding documents to other organizations and tracking all billings; manage documentation audit trail and conduct financial reconciliations of transactions. Assist in the development and/or maintenance of funding documentation, spend plans, cost estimates, and all aspects of Earned Value Management (EVM) to include but not limited to analyzing Contractor Cost Performance Reports (CPRs) and Contract Funds Status Reports (CFSRs), Program Office Budget Estimates, Triennial Certifications, Finance Policy and Guidance Research Reports, Financial Planning and Programming Documents, written input for Program Objective Memorandum development, fact-finding reports, written reports on Unliquidated Obligations and Negative Unliquidated Obligations, (ULO/NULO), and training for junior financial management government employees.
