Description
Responsibilities:
- Works in a Federal Government capital planning support environment to support investment planning, investment support, OMB300 coordination and reporting, E-53s reporting, business case training and support to agency wide programs.
- Act as the SME in developing, maintaining, coordinating, updating and reporting OMB300 periodic reporting for several large programs across the agency
- Responsible for Capital Planning and Investment Control (CPIC) associated with the management of large scale, complex IT projects. Responsibilities include:
- Coordinate, prepare and update E-300s; E-53s
- Prepares presentation and briefing in support of the Investment
- Review Board (IRB)/ Acquisition Review Board (ARB) reviews
- Updates performance metrics dashboards such IT Dashboard, Next
- Generation Periodic Reporting System (NPRS), and Prosight reports.
- Develops and assist in the development of key program documents such as Program Management Plan, Risk Management Plan, Cost Benefit Analysis, etc.
- Assist in the development of business case training for specific programs, divisions/branches within the agency.
- Provide implementation strategies regarding business case implementation, Earned Value Management, integration of IT portfolio management application, and other strategies related to capital planning and capital/program control execution.
- Manage communications with key CPIC customers (project teams) and
stakeholders (Agency and Component level, CIO, Chief Financial Officer (CFO), Acquisitions, IT Security, Enterprise Architecture, Privacy and Records Management Offices). - Provide CPIC training to foster best practices in IT management.
Qualifications
Basic Qualifications:
- Degree: A Bachelor's degree in Finance, Business, Information Systems, or related field
- Experience: 3 - 5 years business, financial or project/program support experience.
- Must have expert knowledge of the OMB Circular A-11 as it relates to CPIC, Investment Review, Exhibit E-300s and related processes/documents.
- Must have successful program/business management experience on large government contracts.
Other: - PMP certification is highly desirable.
