Essential Job Functions: This position supports the Lead Curriculum Development Manager in carrying out essential duties critical to client needs. Partners with Lead Curriculum Development Manager and designated constituents to plan, define, develop and support the overall training strategy for the training academy. Assists the design and development of the technical training curriculum and technical and user manuals, for both on-site and on-line programs, supporting when, how and where learning technologies should be used. Ensures business unit/technical area concurrence of content, identification of prerequisite skills and knowledge for students. Consults with management and clients to conduct overall needs assessments to ensure training needs are met. Analyze and review course evaluation results with appropriate parties to determine effectiveness of training sessions with regard to course content and trainer. Resolves issues and/or implements revisions to course materials as necessary to improve training effectiveness. Supports the identification of vendor solutions for training for face-to-face or online learning content. Reviews external training programs to determine feasibility and applicability of purchase. Keeps informed of and ensures employees maintain proficiency with appropriate tools and technologies to support instructional design, technical writing, e-learning development, etc. Selects and hires employees. Trains and evaluates employees to enhance their performance, development, and work product. Addresses performance issues and makes recommendations for personnel actions. Motivates and rewards employees including providing salary increases, bonuses and promotions within allocated budgets and company guidelines. Prepares, recommends and oversees development of operating and personnel budgets. Works with instructional designers, technical writers and the creative director on the design and development of the technical training curriculum and technical user manuals, for both on-site and on-line programs. Works with the Distance Education Manager to identify vendor solutions for technical training, website content and e-learning tools . Qualifications Basic Qualifications Master's degree or equivalent combination of education and experience Master's degree in business administration, computer science, engineering or related field preferred Twelve or more years of technical training experience Nine or more years of supervisory or management experience included Experience working with company software, systems, applications and network products Experience working with communications practices, principles and procedures for both on-site and on-line presentations Other Qualifications Ability to obtain Top Secret security clearance Strong communication and presentation skills Strong writing skills including proficiency in incorporating research and analysis in reports Strong human relations skills to select, develop, mentor, discipline and reward employees Strong interpersonal skills for interacting with all levels of employees Strong comprehension skills for understanding products and applying knowledge to presentation Strong personal computer and business solutions software skills and proficiencies in developing business related spreadsheets, proposals, documentation, status reports, etc. Strong analytical skills Strong organization and time management skills Ability to prioritize and meet deadlines Ability to maintain high level of confidentiality regarding employee information Ability to work independently and as part of a team Ability and desire to actively pursue learning opportunities in the technical and training fields Ability to understand and apply federal, state and local changes to and/or new regulations/laws pertaining to human resources Willingness to travel (minimal) Keyword: DCITA
