SUMMARY/GENERAL DESCRIPTION OF RESPONSIBILITIES:

The Deputy Project Manager (DPM) will effectively provide leadership to all contract management/supervisory personnel and maintain the day-to-day operation of the contract.
  The DPM will ensure and be responsible for meeting all contractual obligations in the absence of the Project Manager.

 

The incumbent will provide departmental oversight and support for personnel issues, finance/payroll transactions, procurement activities, corporate coordination, quality control, safety programs, small business goals, completion of contract work activities, and other internal/external contract business.
  

 

The DPM actively participates in project planning, estimating, negotiations, execution, closeout, and related contract support.
  The DPM will implement processes to ensure responsiveness to customer requirements, timely completion of project milestones, maximize workload plan efficiencies and support the Project Manager in all customer satisfaction initiatives.

 



ESSENTIAL DUTIES JOB FUNCTIONS:


Planning and problem-solving

·
        
Assist the Project Manager in maintaining financial project performance, work performance and a positive work culture.

·
        
Continuously monitor operational performance, customer satisfaction, safety trends, and budget parameters. Keep Project Manager and Corporate Officials apprised of issues and recommend corrective actions.

·
        
Anticipate potential deviations from plans or schedules.
  Properly inform all pertinent parties of recovery measures being implemented.

·
        
Analyze, identify and manage potential and actual risks.
  Implement corrective action of day-to-day issues and anticipate impact on scope, schedule, quality and cost of more serious issues and risks.

·
        
Provide oversight of all subcontractor implementation activities.
  Monitor and review the development of professional vendor relations.
  Adjust internal processes as required to improve effectiveness of daily work activities.

·
        
Identify and report to the Project Manager the management of issues, risks or the need to alter requirements, add extra resources and efficiencies.

·
        
Work with all department managers to maximize workforce efficiencies.
  Advise and recommend strategies to the Project Manager including actions such as realigning job responsibilities, consolidating job duties and/or reorganizing department structure.

 


Communicating tasks

·
        
Articulate and negotiate consensus on core project/program goals including scoping the requirements of all stakeholders.

·
        
Define acceptance criteria, working with specialists if required, to effectively meet project deliverables.
  Put measures in place to keep all pertinent parties properly updated with status reports and/or briefings.

·
        
Conduct all written and verbal communication in a professional and diplomatic manner.
  Communicate all ideas and direction in a non-confrontational manner in one-to-one situations, small groups, and before large audiences.


 


Team management tasks

·
        
Effectively manage resource teams in addressing contract issues.

·
        
Work directly with team members or leaders to estimate effort, plan activities and negotiate consensus on their appointed tasks.

·
        
Exercise sound judgment discerning whether tasks should be broken down into smaller efforts.

·
        
Create and use Gantt charts, spreadsheets or other appropriate tools to manage and track work/activity assignments.

·
        
Implement project goals and direction provided by the Project Manager including motivating employees to perform, listening and providing feedback to employees, recognizing strengths, identifying weaknesses, providing coaching and challenging opportunities.

 


Technical and quality tasks

·
        
At the fundamental level, gain an understanding of technology used to make sound business decisions related to contract budget, performance, or customer satisfaction.
  If necessary, question specialist and technical staff regarding need request..

·
        
Understand and effectively disseminate relevant methodologies, processes and standards to departments and oversee proper implementation.

·
        
Support all Project Manager, Corporate, and customer quality commitment initiatives.
  Advise Project Manager of any speciality needs including outside support or reallocation of internal resources.


 


Organizing tasks

·
        
Generate a variety of documents including requirement/design specifications, contracts, schedules, employee records, project reports, meeting agendas, minutes, status reports and email.

·
        
Create a structure for project documentation and ensure project team understands and consistently uses the methodology.

·
        
Understand, review and monitor a structure for project assets including digital assets and ensure project team understands and consistently uses the methodology.

·
        
Monitor and process timesheets for direct reports.
  Ensure all departmental managers follow timesheet keeping practices in accordance with corporate policies.

·
        
Respond to site emergencies, as required including provide support and resolution assistance.


 


General

·
        
Routinely operates CGSI and customer owned motor vehicles.

·
        
Adheres to established CGSI safety, employee and standard operating policies and procedures.

·
        
Performs other duties as assigned.
