The Development Manager's responsibilities include both development and project management for the Point Solutions Dependent Verification system PlanSmart. The DM is accountable for the delivery of multiple projects at a time. He/she is responsible for making sure all development work goes smoothly and is delivered on time, on budget, and with defined quality.

The DM is expected to follow the Hewitt Technology Process:

Scope and Requirements Management: The DM will work with business users to define the scope and requirements for system enhancements. This includes managing the process, leading meetings, creating/updating documentation, finalizing scope and ensuring specifications reflect requirements, client needs, and best practices. He/she works closely with other team members to interpret requirements and create system specifications for coding hand-off and quality assurance.

Cost Management: The DM is responsible for managing the overall project estimation effort and budget. They track cost variance metrics to assess status and determine an appropriate action plan to manage the budget and return on investment.

Time Management: The DM is responsible for preparing the project schedule with input from the development and testing leads. He/she must aggressively manage the team, including 3rd party vendors where applicable, to the schedules.

Risk and Issue Management: The DM is responsible for creating and managing the risk plans and issues for the projects.

Quality Management: The DM implements quality processes in the development effort and works closely with a shared Quality Assurance team to coordinate testing and fix efforts.

Communication Management: The DM uses his/her verbal and written communication skills to influence team members, leadership and business sponsors. The DM ensure all stakeholders are kept informed of project status as appropriate.

Deployment: The DM is responsible for ensuring the project deliverables are ready for deployment to the business from both a quality and documentation perspective. He/she will need to work with business sponsors and operations to understand the success criteria for the project deliverables.

Development Management: The DM works with talented programmers and testers to manage development efforts using Microsoft.NET, ASP.NET, VisualBasic.NET and Microsoft SQL Server.

Team and Relationship Management: He/she must establish and maintain relationships with internal operations and client delivery teams, call centers, and shared services team such as TSS, ISIS, and Application Hosting. The DM ensures that all other team members understand the systems, their roles, and related deliverables. He/she is responsible for ensuring each team member is performing and meeting deadlines, helping with and reviewing project issues, documentation of all open items and risk analysis, and recruiting project resources if needed.

Knowledgeable Resource: The DM is viewed as a knowledgeable resource regarding PlanSmart. The PlanSmart DM is well-versed in the system technology and capabilities so he/she can build creative solutions that adapt to client needs while preserving best practices.

People Management: He/she works with the development area lead or unit manager to strategically identify growth opportunities for associates.

The ideal candidate is a Development Manager who has recently managed Development Teams within a .NET environment but also has solid, junior level Project Management experience.

 

-5 years experience managing Development Teams within a Microsoft .NET environment

-Strong technical knowledge of Microsoft.NET, VisualBasic.NET, ASP.NET, and SQL Server
-Experience managing global/offshore teams a big plus
-Hewitt Technology Process or SDLC knowledge experience

-Project Management skills and or experience a plus
-Must have the proven ability to mentor and coach project team members
-Demonstrated leadership ability and strong experience with written and verbal communications at all levels of management
-Ability to work in a matrix organization
-Strong analytical skills, ability to collect relevant information to make timely quality decisions
-Education/Certificate: B.S.
