Director, 3PL Program
The Virginia Community College System (VCCS) is seeking a Director for the 3PL Program, a new grant program awarded by the Virginia Department of Health (VDH) whose purpose is to strengthen the academic achievement of pregnant and parenting students at six of Virginia's Community Colleges, resulting in an increase in the rates of retention, graduation, transfer to four-year institutions, and/or attainment of a workforce credential by connecting students to education services, health services, social services, and counseling or support services for sexual assault, domestic violence, or stalking. "3PL" refers to Pregnant and Parenting Peer Liaisons, who will assist college student services personnel in delivering services to students. Colleges involved are Patrick Henry, Paul D. Camp, Southside Virginia, Southwest Virginia, Tidewater, and Virginia Western Community Colleges. The Director is responsible for managing the overall initiative and monitoring outcomes, ensuring achievement of the goals and objectives of the program and compliance with all terms and conditions of the contract with the VDH. This position reports to and takes direction from the Assistant Vice Chancellor for Academic and Student Services within the Academic Services Research unit.
Key Responsibilities
- Convene Council of Advisors for the 3PL Program.
- Establish program policies and procedures, including intake forms.
- Establish policies and procedures regarding Pregnant and Parenting Peer Liaisons (3PLs).
- Establish data collection and tracking instruments.
- Conduct college-level needs assessments.
- Coordinate with the program staff at each college.
- Coordinate with the Virginia Department of Health, ensuring compliance with terms and conditions of the contract, including progress and financial reporting.
- Oversee the development and distribution of training materials for the 3PLs and outreach materials.
- Collaborate with partner organizations in support of the 3PL program.
- Develop and implement training for campus-based coordinators.
- Develop and implement training for high school career coaches.
- Conduct formative and summative evaluation with the program evaluator and disseminate the results.
Qualifications
- Minimum of a master's degree (doctorate preferred) in health promotion, health communication, health education, or a related field.
- Experience with the targeted population and/or the targeted focus areas of the grant, for example, college students, pregnancy, domestic violence, sexual assault, and/or parenting.
- Experience in managing large projects.
- Experience in completion of required reporting on project activities and budget.
- Knowledge of program evaluation.
- Excellent leadership, interpersonal, organizational, and written and oral communication skills.
This is a restricted part-time (60%) appointment with an annual salary range of $40,000 to $45,000. Salary is commensurate with education and work experience. The successful candidate is expected to work an average of 24 hours per week. The VCCS will consider candidates who can perform job responsibilities through a telework arrangement, though regular travel to the system office location for scheduled meetings is required. Initial funding for the position is through September 30, 2012. The Virginia Department of Health anticipates providing grantees with an opportunity to apply for two one-year extensions.
