Job Description TITLE: Human Resources Director-Construction Services Business Line Reports to: SVP- Construction Operations Direct Reports: HR Business Partners (3) HR Generalist (1) SUMMARY: Working closely with business line leaders, acts as a strategic partner to ensure HR programs and services are in place- -that will support and drive business objectives both for the current business and future growth (i.e. acquisitions, mergers and partnerships). Direct and oversee the staff and functions for Human Resources activities, policies and procedures. This includes the delivery of services and programs in the key functional areas of Human Resources. In this role the Director will leverage services from the appropriate AECOM Centers of Excellence while also managing and supporting the HR Business Partners for the Construction Services business line. Key Competencies: Demonstrated ability to lead and manage a service organization Function as a strategic business partner, working as part of a multi-disciplinary team with other corporate services groups. Direct a broad range of human resources initiatives and programs and successfully plan and implement these initiatives and programs on time and within budgetary constraints. Demonstrated success in building internal business partnerships, building service and results oriented teams, superior client service, and offering creative solutions to business issues. Key Areas of Responsibility: Operating in a matrixed environment, the HR Director will support the business strategy and objectives for the Business Line, to include: Talent Acquisition. Conduct executive-level recruitment functions and other specially-assigned searches as required. Manage HR Business Partners talent acquisition activities- monitor productivity, quality, and costs. Seek creative solutions for pipeline development of construction services talent. Employee Relations. Manage employee relations issues in conjunction with HR Business Partners, HR Generalist, legal and corporate resources. Conduct effective coaching and counseling of executives and management to reduce liabilities and exposure. Oversee all reductions in workforce. Conduct investigations when needed/requested. Train and develop HR Business Partners to become more effective in Employee Relations. Performance Management. Manage the effective roll-out and ongoing enhancements of the Performance Management Program, to include coaching executives and management on effective goal-setting. Monitor statistics, and provide periodic updates to Business Line leadership. Integrate training and development initiatives into the performance management cycle, and facilitate people management initiatives. Compensation. Manage the effectiveness of compensation programs to the benefit of the Business Line, to include recommendations for creative solutions and effective cost-controls. Provide executive-level oversight of variable compensation programs. Benefits. Manage benefit programs design, cost and service. Provide executive-level advice and counsel on changes and provide creative solutions to enhancing value and service. In conjunction with the Benefits Center of Excellence, perform competitor analysis and provide executive summaries on program trends and make recommendations to maintain competitive edge for employee recruitment and retention. Global Mobility. Oversee activities in conjunction with AECOM s Global Mobility Center of Excellence to ensure timely and cost-effective service to the Business Line. Organizational Development. Oversee programs as rolled out through both Corporate and the Business Line, with an eye towards addressing the needs of Construction Services. Oversee Succession Planning activities. Identify training and development gaps, and participate in the design of effective programs to ensure a world-class, talented employee population. Shared Services Integration. Analyze and recommend degrees of integration, disruption and cost and related to integration with Shared Services. Manage all integration transactional projects and partner with key management members of the business line. Keep executives and HR Business Partners apprised of changes and updates to the program. Ensure seamless/transparent service to our employees. Qualifications: * 10+ years of Human Resources management experience, preferably in the construction, engineering, AEC environment, or other publically held technical professional services related industry. * Prior experience in successful integration of companies, practices, policies, systems and processes, to be able to assess and recommend appropriate activities that suit the goals of the Business Line. * Up-to-date knowledge of all Federal and State regulations, HR compliance issues, industry-specific laws and pending legislative activities. Ability to research and provide advice in international employment laws and activities related to current and future staff. * Strong strategic planning, project management and analytical skills. * Ability to perform as a strategic business partner, providing advice and counsel to executives and management. * Experience in navigating efficiently through a matrix organization. * Well-developed teambuilding and influencing skills, * Appropriate HR certification (SPHR).
