Develops, implements, directs the comprehensive quality programs for hospitals and/or ambulatory sites which include one or more of the following quality assessment improvement, utilization management, discharge planning, risk management, professional staff services or accreditation licensing. Works w/ the medical center leadership team to ensure that the programs effectively measures, assesses, continuously improves the quality of care service provided. Essential Functions: - Directs the medical center's quality and/or utilization management programs in order to meet the organizational goals - Coordinates departmental activities so as to meet the requirements of consumers, regulatory, accrediting agencies - Reduces medical/legal liability through development of a program which links risk management activities w/ those of continuous quality improvement - Serves as a critical link in the identification resolution of issues which affect the organizational image - Works closely w/ designated Chiefs of Service Department Administrators to address patient care issues w/ a goal toward resolution while maintaining confidentiality - May design manage the discharge planning process, including clinical oversight - Interprets applies the Nurse Practice Act for clinical assessments for discharge planning - Determines strategy for changing existing processes to meet regulatory requirements translating external demands into program goals - Works closely w/ the medical, nursing, support staff to ensure compliance - Provides education technical support to the Medical Center in developing, implementing, maintaining quality improvement activities - May develop maintain a functional/health status outcomes assessment program - Facilitates care delivery systems quality improvement clinical process improvement throughout the continuum of care to improve the services provided - Manages the creation maintenance of provider-specific quality improvement profiles to be used for credentialing - Develops maintains relationships effective communication w/ all levels of medical center physicians staff in order to facilitate problem identification resolution - Oversees Quality Improvement Liability Case Review Quarterly Reports to Regional Clinical Services, prepares quarterly reports from the hospital to the KP Board of Directors - May direct manage the accreditation, regulation, licensing activities to include communicating the programs/processes to providers medical staff, preparing of surveys inspections, completing assessments response plans - Coordinates completion of annual evaluations revisions to the Quality Improvement Program - Manages department staff - Develops, monitors, controls department budgets - Makes recommendations regarding the need for staff, space other resources - Patient Safety: Accountable to promote an organizational culture of safety ensure appropriate patient safety standards guidelines are implemented consistently in the delivery of health care to our patients, including but not limited to: JCAHO, National Quality Forum, Leapfrog - See Patient Safety Management Accountabilities Addendum for job specific accountabilities Requirements
