Purpose of the Position: Provides strategic leadership to and overall management of a group of highly skilled professionals ensuring that all locomotive operations are supported with the expert knowledge, systems, information and guidance they require to ensure locomotives operate safely and reliably while meeting regulatory standards at the lowest cost to achieve corporate business goals.
Position Accountabilities:
- Provides goodness of function leadership to MS, Transportation and Field Operations on locomotive technical issues.
- Provides senior department expertise in the investigation of train derailments or other incidents where locomotive operations may be involved and as required before commissions and courts of law.
- Leads efforts to leverage locomotive on-board detectors and systems in support of Equipment health Monitoring System (EHMS).
- Devises, actively supports and encourages locomotive/train handling and braking methods that will decrease the risk of train accidents, personal injury and lading damage, while increasing equipment utilization, decreased fuel usage and equipment maintenance costs.
- Develops maintenance policies / standards and designs improvements for all locomotive related matters, to meet customer requirements in a safe, reliable and cost effective manner, ensuring regulatory compliance and optimal fleet performance. Oversees implementation and performance.
- Responsible for all aspects of Positive Train Control (PTC) on-board equipment including design, project management, technical support, installation design, supplier liaison, asset management etc.
- Represents the Company on various Technical Committees of the Association of American Railroads, Federal Railway Administration, Transport Canada and Railway Association of Canada and plays an active role in developing industry locomotive maintenance policies and standards.
- Provides senior departmental expertise to Transportation in the development of locomotive capital plans. Responsible for all locomotive standards and specifications and developing required business cases for improvements.
- Accountable for addressing employee skill gaps and ensuring staff are developed/trained for the right job, at the right time. Ensures junior engineers have an opportunity to develop and obtain professional status.
Position Requirements:
- Degree or Diploma in Mechanical or Electrical Engineering or Technology or equivalent practical technical experience at a major railway operation.
- Financial acumen.
- 10 plus years experience and knowledge of locomotive equipment.
- Practical technical experience at a major heavy haul railway operation.
- Knowledge and practical experience with Distributed Power locomotive operations.
- Knowledge and practical experience with Electronic Controlled Pneumatic (ECP) locomotive braking operations.
- Knowledge and practical experience with Locomotive power and traction systems from all major manufactures (GE EMD)
- Knowledge and practical experience with locomotive shop operations and practices including third party service agreements/contracts.
- Knowledge and practical experience in preparing detailed specifications and instructions.
- Knowledge and practical experience with locomotive overhaul and maintenance programs.
- Experience dealing with major suppliers and negotiating multi-million dollar contracts.
- Experience accepting locomotives from major suppliers ensuring requirements are met.
- Knowledge and practical experience dealing with regulatory agencies in multiple jurisdictions.
- Experience managing both professional and unionized staff. Knowledge and practical experience working in unionized labour environment.
- Knowledge and practical experience with LEAN techniques.
- Analytical/Statistical .
- Risk evaluation.
- Financial analysis.
- Facilitation skills at an intergroup level, which may involve group on group observation and feedback.
