Director of Continuing Care Services, Medicare and Medicaid Programs

Oversee and direct both strategic direction and the operations of complex projects utilizing cross-functional teams to meet the corporate objectives for the Medicare, Governmental Programs and CCS Business Units. Perform duties as senior liaison between the business units and Program Office. Partner with multiple stakeholders and business unit leadership to establish operational objectives and procedures. Support due diligence and integration for business unit expansions. Facilitate operational oversight for Medicare, Governmental Programs and Continuing Care Services business units and identify opportunities for maintaining effective operations. Ensure cost effective programs are developed and maintained throughout the business units. Identify operational efficiencies and develop best practice policies and procedures. Contribute to the development of new products and markets. Utilize corporate and industry standard management tools and techniques to effectively oversee projects; negotiate with project stakeholders to identify resources, resolve issues, and mitigate risks. Coordinate cross-functional meetings with various functional areas to meet overall stakeholder expectations and business unit objectives. Provide functional and technical expertise across multiple business and technical areas. Essential Functions: - Oversee and direct both strategic directionand tactical operations of departments accountable to role - Provides representation and advocacy for division and organization within Kaiser Permanente and the community - Assures sufficient resources (financial, good-will, staff development, information technology, etc.) are available to fulfill department mission - Work at local and regional level to influence Medicare and Governmental program strategy - Regulatory compliance - Assures department, programs and services meet regulatory compliance including but not limited to state, federal, accreditation, organizational policies, and labor contracts - Personnel and labor relations management. Assures effective and productive working relationships and change management -Facilitates development and maintenance of department leaders and high functioning teams Qualifications: Basic Qualifications: - Minimum of 7 years of progressive operations and program management experience - Master's degree in Business or Health Care Administration or equivalent combination of education and experience - Thorough knowledge of Medicare and Medicaid funding and regulations - Thorough knowledge of fiscal management and planning - Thorough knowledge of continuous quality improvement - Thorough knowledge of change theory/management, team development, conflict resolution and negotiation, business management theory and its application - Must be fully competent and skilled in program and project development and evaluation Preferred Qualifications: - Master's degree in Business, Health Care, Public Administration or related field required or equivalent experience - Minimum of 5 years of progressive experience in operational management roles in a health plan or multifaceted health care system and multi-provider setting - Currently holds or is in the process of obtaining Green Belt - Experience in a Labor/Management Partnershipenvironment - Significant understanding of Kaiser Permanente, its operations, culture and organizational structure on both a national and regional level - Experience working with technical systems to support operational needs and to collaborate between various lines of business for an optimal solution
