POSITION DESCRIPTION: Under the supervision of the Assistant Superintendent of Business, in support of the educational policies and programs of the district, the Director of Fiscal Services is responsible for the operation of all fiscal activities of the Business Office; is responsible for the design, improvement, implementation of the District’s accounting system; assures that all accounting procedures are performed in an effective and accurate manner, according to the laws of the State and the requirements of the County Office; serves as a resource for local school accounting functions; may select, train, and supervises employees in the department.

 

Serving as the chief accounting/budget supervisory staff person, the Director of Fiscal Services is the technical expert for accounting principles and practices; directs the continuous in-house auditing of local site and department budgets; provides leadership in achieving the district and department goals and objectives while providing support to school sites, programs, and departments: develops and verifies Revenue Limits and other income sources; assists with development and management of the district budget; keeps updated on school finance issues.

Provide leadership, guidance, and supervision to the Business Office staff E; work collaboratively with the Assistant Superintendent of Business on the preparation of special reports and of new or improved procedures in the operation of the office E; prepare required reports for submission to the State as outlined in the Budget Development Calendar E; direct the district budget management on a daily basis and is responsible for the financial management of the General Fund E; provide direction and oversight of the daily monitoring and maintenance of the business components of position control E; supervise the collection, safekeeping, and distribution of all revenues and expenditures in the General Fund E; develop and manage the internal auditing of school and departmental budgets E; assist in the review and approval of all invoices for payment from the General Fund and in the assurance, where appropriate, that all such invoices are properly processed in accordance with the applicable regulatory requirements E; develop and maintain a Fiscal Services Procedures Manual E; work collaboratively with the Assistant Superintendent of Business on appropriate Board policies in the area of assigned responsibilities E; supervise the preparation of the monthly payroll, vendor payments, the collection and posting of revenues, and of the reconciliation of district accounting records with the County Office records E; act as the custodian of the Revolving Cash Fund, in compliance with Education Code 42800, and other regulations established by the Alameda County Office of Education E; maintain professional competence through participation in professional growth activities E; attend district, community, and site level committee meetings and school board meetings as required E; performs other duties as assigned E; act for the Assistant Superintendent of Business in his/her absence E; attend staff, departmental, management, and other meetings as required E; establish and maintain a cooperative and harmonious working relationship with those contacted in the course of work E; establish annual objectives deemed appropriate by the supervisor E

 

KNOWLEDGE OF: Experience with governmental accounting, including closing of books, report preparation, and knowledge of accounting principles, practices, and methods of California public school finance. Principles of management and supervision, GAAP, governmental fund accounting practices and procedures; federal and state laws, codes, and regulations governing the operations and business support services of public school districts; requirements for the operation of effective microcomputer operating methods and applicable standard business software applications, including Microsoft Excel and Word; and the ability to analyze data, financial statements, and applicable accounting principles.  

 

ABILITY TO: Plan, organize, and supervise the operations of the school district’s Business Office, including: budgeting, payroll, accounts receivable, accounts payable, and accounting; demonstrate skills in the management of diverse human resources and personalities; effectively integrate and utilize technology applications in the performance of all duties; operate microcomputer, computer terminal, peripheral equipment with efficiency; use standard business, spreadsheet, and specialized accounting and budgeting software with proficiency.

 

Requirements:
QUALIFICATIONS/REQUIREMENTS:

  1. Valid California driver’s license with acceptable driving record for the past three years
  2. Bachelor’s degree in Accounting/Business Administration/Public Administration from an accredited college, OR equivalent university course work in Accounting/Business Administration/Public Administration and five years of experience in accounting, particularly in school finance
  3. Training and experience equivalent to graduation from college with a major in Business Administration or a related field and five years of successful work in the area of school government or public sector accounting may substitute for the formal education requirement
  4. Three to five years of progressively responsible management experience in school business operations, income/expenditure budgets, and personnel supervision, preferably in a public school district
  5. Minimum of two years school business experience and overall district operations, at least two years of which have been in a supervisory capacity
