POSITION SUMMARY

Under the general direction of the DHHS Board, and the Jackson County Board of Supervisors the director plans, manages the budget, operates, improves and evaluates programs for DHHS.  The departments include Children Family Services, Resource Center, Economic Support, Child Support, Mental Health, Alcohol and Other Drug Abuse, Public Health, Aging, and related human services.  The Director is subject to such delegation of authority as is consistent with Wisconsin State Statutes 46.23 and the rules and regulations promulgated by Wisconsin Department of Health and Family Services and Workforce Development Department, and the policies and procedures of the Jackson County DHHS Board.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

·         Implementation and oversight of state, federal, and local agency administered programs ensuring compliance with federal and state rules, regulations and policies; and assuring that quality services are integrated, accessible and efficiently delivered 

·         Makes recommendations to the Health Human Services Board for changes in organizations and management of programs, and changes in program services

·         Determine, subject to the approval of the Health and Human Services Board, whether services are to be provided or contracted

·         Planning, organizing, directing and coordinating the work of staff for an effective and efficient operation of programs; Evaluates service delivery, utilizing board, client and staff input to determine effectiveness of  programs and the desirability of their continuation; ensures that quality and cost standards are maintained

·         Assigns staff and allocates funding and other resources to meet service program objectives within budget restraints, including establishing program priorities in addition to those mandated

·         Develop, implement and evaluate general administrative policies and procedures and administers personnel policies, performing personnel actions as necessary, including but not limited to hiring, evaluating, disciplining, evaluating training requests, layoffs, and developing job descriptions with the approval of the Health Human Services Board in compliance with appropriate County and State personnel rules 

·         In consultation with the Health and Human Service Board develop an annual budget for presentation to the County Board of Supervisors.  Monitors budget throughout the year and advises the Board regarding actions to be taken to maintain compliance with approved budget

·         Develop, maintain, and implement Affirmative Action plans, Civil Rights; conduct periodic evaluations and assure fair treatment and freedom from unlawful discrimination

·         Ensure that the agency has a 24 hour crisis response team in place

·         Submission of required reports to Boards and State/Federal Departments within specified timeframes and other necessary reports, logs, audit compliance, and correspondence per county and/or State policy and contracts

·         Prepare, utilizing board input, board meeting agendas and other material relative to board functions

·         Provide written/oral reports, testimony and perform any other court-related duties as necessary

·         Serves as community liaison with local, state and federal agencies; Perform public relation duties; cooperation with other agencies, officials, and citizens in planning for community services

·         Promote employee development for the purpose of enhancing knowledge and proficiency of employees

·         Conduct management meetings for supervision of staff; assignments, discuss barriers, issues, and achievements and to communicate agency operations; attend professional development activities

·         Participate in community committees/task force, regional/state meetings, and internal meetings as necessary

·         Appearance must be pleasing, poised, and well groomed; attitudes toward people should demonstrate warmth of personality, patience, respect, and sensitivity, to feelings and ideas; a willingness to give and sustain help; be dependable, reliable, flexible, have integrity, insight, imagination, and creativity

 

KNOWLEDGE/SKILLS/ABILITIES:

·         Knowledge of Human Service Programs and health programs and laws relevant to program administration

·         Knowledge of and ability to apply administrative, managerial, and supervisory principles and practices

·         Knowledge and skill in professional interviewing principles and techniques

·         Ability to organize, work independently, carry out assignments, manage a number of tasks concurrently, and perform work accurately and efficiently; concentrate on details to ensure accuracy and to utilize appropriate and sensitive discretion in dealing with confidential information.

·         Ability to exercise judgment, make decisions and effectively utilize authority/supervision; handle complaints/problems, concerns or discipline; and skill in conflict resolution and delegation

·         Ability to select, plan, organize, provide leadership, effectively supervise, evaluate and critique productivity and efficiency levels of agency staff and program service delivery

·         Ability to learn, interprets, apply, and enforce laws, program requirements, policies and procedures clearly and tactfully and relate changes to daily operations

·         Ability to apply professional communication skills effectively orally and in writing; establish good working relationships with others and to work effectively and collaboratively with a diverse array of professional disciplines and personalities, maintaining a high level of professionalism at all times, to initiate action, to organize projects, to solve problems, to enhance communication or improve processes

·         Skill in fiscal procedures/functions and mathematical skills, working with numbers, calculations

 

 

SUPERVISORY RESPONSIBILITIES

Director is responsible for the overall management, direction, coordination, and evaluation of the departments within Health Human services and carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.  Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. 

 

EDUCATION AND EXPERIENCE REQUIRMENTS

Master’s degree from an accredited college or university in Public Administration, Social Work, Health Administration, or related field involving social service and health administration.  Minimum of five (5) years of progressively responsible administrative duties within the human service environment.  A Bachelor’s Degree and a combination of education and experience that provides equivalent knowledge, skills and abilities may be considered.

 

CERTIFICATES, LICENSES, REGISTRATIONS

Valid Wisconsin driver’s license and/or access to transportation suitable to complete necessary work out of the office. 

 

HIPPA RESPONSIBILITY

LANGUAGE SKILLS

Ability to read and interpret documents, and laws in the English language; ability to listen to and understand information and ideas in spoken and written format so individuals may effectively understand and convey communications.

 

MATHEMATICAL SKILLS

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.  Ability to compute rate, ratio, and percent.

 

REASONING ABILITY

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.  Inductive and deductive reasoning – ability to combine separate pieces of information, or specific answers to problems, to form general rules or conclusions; includes coming up with a logical explanation for why a series of seemingly unrelated events occur together and deciding if an answer makes sense.
