Job Description Director of Operations (Job Number:303003) Description: The Health Solutions Business Unit is currently seeking a Director of Operations to manage the Deployment Health Research Department (DHRD) at the Naval Health Research Center, San Diego, CA. JOB SUMMARY: The Director of Operations will be responsible for providing comprehensive planning, direction, leadership and supervision in areas of the department including business operations, staff supervision and development, financial planning, and current and future research activities. This position will provide operational and administrative oversight in order to maximize the effective use of program resources for the department. ESSENTIAL JOB DUTIES: - Evaluates and develops improved processes for administrative, financial, technical and scientific oversight for all levels of the department. - Assesses strengths and weaknesses of departmental resources and designs and implements improved support mechanisms to increase and improve performances for federally supported programs and research. - Employs business management tools such as continuous quality improvement, customer focused service delivery as well as web based management systems to improve business practices and help streamline and gain added efficiency for the management and operational support structures. - Analyzes complex problems and identifies and evaluates solutions. Provides strategic input to the Department Head, Principal Investigators, and Program Sponsors for fiscal projections, optimum manpower utilization, workflow, space management, and operational processes to increase efficiency and productivity. - Provides oversight and management for all research studies; ensures adequate staffing, funding and adherence to all regulations and policies. - Reviews research portfolio; attends relevant project/study meetings to provide assessments and recommendations for efficiencies and future directions. - Reviews and provides feedback on research proposals and funding requests. - Employs principles of research methodology, project management, optimization, forecasting, simulation, and decision analysis. - Initiates change management processes to redesign the organizational response to the work product, utilizing organizational development techniques to yield highly successful results while also providing professional growth opportunities for staff and enhanced employee morale, and establishes promotion pathways. - Assists in the conduct of studies including setting meetings and deadlines, ensuring IRB requirements are met, and delivering of results to stakeholders. - Provides comprehensive planning, direction, leadership and supervision to the staff as well as manages and coordinates grant and contract needs to meet DHRD's goals. Exerts a keen awareness of organizational politics and policies, strategic insight and tactical foresight, and the sensitivity and diplomacy to interact with all levels of personnel, both within the US Department of Defense and other Federal Agencies, as well as high ranking Government personnel. - Documents responsibilities and competencies for program staff, students and consultants; coordinates the recruiting, interviewing, and hiring of personnel, contractors and subcontractors to achieve project and overall program goals. - Manages several multi-functioning research teams, develops staff, increases staff accountability, resource maximization and optimizes employee productivity. - Provides staff leadership to multi disciplinary teams, as well as manages work of outside expert consultants. Provides direction for staff supervision, mentoring and productivity of scientific work. Develops team building skills in senior leadership. - Reviews and analyzes current reporting pathways and project supervision. Develops appropriate organizational lines to support projects, staff and teams. Develops and implements Career Development Plans and Performance Improvement Plans, as appropriate, for employees to reach department defined goals. - Prepares requests for contract actions and proposals. Responsible for assuring compliance with contract requirements, schedules, and provisions. - Monitors grant and contract performance, and ensures that planned budget and activities match programmatic needs. - Analyzes financial management systems and processes within the department. Develops and refines pathways and visibility in tracking for project budgets and annual operating costs. Develops and manages annual operating budgets, ensures compliance of expenditures of funds with organizational policies and regulations. - Reviews invoices for accuracy and reconciliation of financial statements. - Develops systems to streamline processes to increase efficiency. Makes recommendations for increased fiscal health and diversity in funding lines. - Interacts with personnel at all internal and external levels to facilitate information flow and operations, including Investigators, Coordinators, Managers, Administrators, IRB, and Sponsors. - Leads and participates in meetings, committees and conferences addressing programs, sites and studies. - Acts as liaison between the DHRD, NHRC, and Sponsors. Qualifications : JOB SPECIFICATIONS: Required Knowledge, Skills, and Abilities: Knowledge of organizational objectives and Department of Defense regulations; thorough understanding of HIPAA and IRB regulatory processes; extensive working knowledge of federal grant and contracting procedures and federal financial systems; Demonstrated understanding of organizational dynamics and experience with utilizing organizational development and change management methodologies; Excellent written and verbal communication and interpersonal skills; Experience with grant/proposal writing for acquisition of research funding from academic, governmental and DoD sources; Ability to assess performance of project managers, task leaders and support personnel, and processes and tools they use; Demonstrated experience in managing complex, strategic projects and programs than span organizational boundaries as well as select, recruit, mentor, train and promote key team members. Minimum Education/Training Requirements: Bachelors degree in management, psychology, public health, or related field. Minimum Experience: 8 to 12 years related experience in scientific program management. Position requires US Citizen with the ability to obtain an ADPII Clearance.
