Director of Operations

QUALIFICATIONS

1. Current and unencumbered license to practice as a Registered Nurse specific to that state the employee is assigned to work by the company with at least one (1) year supervisory or administrative experience in home health care, hospice care, or related health programs.

2. Nurse Licensure Compact (NLC) documents the following: The mutual recognition model of nurse licensure allows a nurse to have one license (in his or her state of residency) and to practice in other states (both physical and electronic), subject to each state's practice law and regulation. Nurses must legally reside in a NLC state to be eligible to have a multi-state license.

3. Minimum of three (3) years experience as a registered nurse with one (1) of these years consisting of full-time experience in providing direct patient care in the home health setting.

4. Two (2) years home health experience preferred.

5. Demonstrates knowledge of Federal, state, local and ACHC regulations.

6. Demonstrates organizational and communication skills which would enable effective interaction with agency staff, patients, families, physicians, health care providers, and the community.

7. Possesses current driver's license, agency required liability insurance, and reliable automobile transportation.

8. Current CPR certification.

9. Must be familiar with general use and functions of the computer, such as, user names and password concepts; internet; e-mail; navigation of computer desktop, including starting programs, using files, and windows, effectively use navigation buttons and tool bars; ability to self-manage online HR services and online training programs.


State Specific-QUALIFICATIONS

-Colorado State Specific:

(B) The administrator shall:

(1) Be at least 21 years of age,

(2) Be a licensed physician, registered nurse or other licensed healthcare professional, or have experience and education in health service administration,

(3) Be qualified by education, knowledge and experience to oversee the services provided, and

(4) Have at least two years healthcare or health service administration experience with at least one year of supervisory experience in home care or a closely related health program.

7.7 Nursing or healthcare supervisor

(A) The skilled nursing services furnished shall be under the supervision and direction of a physician or registered nurse who has at least two (2) years of nursing experience including one (1) year in home care or a closely related service. Other healthcare services shall be under the supervision and direction of a physician, registered nurse, or other licensed healthcare professional who has at least two (2) years healthcare experience in the field of supervision including one year experience in home care or a closely related service.

-Delaware State Specific:

Administrator:

Director" means the individual appointed by the governing body to act on its behalf in the overall management of the home health agency. The director shall have a Baccalaureate Degree in health or a related field.

-Illinois State Specific:

Is a graduate of an accredited school of professional nursing. BSN preferred.

-New Jersey State Specific:

"Administrator" means a person who is administratively responsible and available for all aspects of facility operations, and:

1. Has a master's degree in administration or a health related field, and at least twoyears of supervisory or administrative experience in home health care or in a Healthcare setting; or

2. Has a baccalaureate degree in administration or a health related field and four years of supervisory or administrative experience in home health care or in a Health care setting.

"Director of Nursing" means a registered professional nurse who has at least one of the following qualifications:

1. A Master's degree in nursing or a health related field and two years combined community health nursing and progressive management experience in community health nursing; or

2. A Bachelor of Science degree in nursing or a health related field and three years combined community health nursing and progressive management experience in community health nursing.

-North Dakota State Specific:

a. A qualified administrator is:

(1) A licensed physician, registered nurse, or college graduate with a bachelor's degree who has a minimum of three years

of health care management; or

(2) A person without a college degree may qualify by obtaining the equivalent of six years of supervisory experience in health care management.

-Wyoming State Specific:

(A) A qualified administrator is:

(l) A licensed physician, registered nurse, or college graduate with a bachelor's degree who has a minimum of three (3) years of health care management experience; or

(ll) A person without a college degree may qualify by obtaining and documenting the equivalent of six (6) years of supervisory experience in health care management.

State Specific Requirements for Supervising Nurse (Director of Nurses, Chief Nursing Officer):

FL, GA, OK, SC, TX:

Must be a Registered Nurse, preferably with at least one (1) year of nursing experience and is a public health nurse.

FL: Must be a Registered nurse and direct employee of the agency or related business entity and a graduate of an approved school of nursing with a current license in the state. May be the director of nursing of a maximum of five licensed home health agencies operated by a related business entity and located within one agency service district or within an immediate contiguous county. In an agency with less than a total of 10 full-time equivalent employees and contract personnel, the director of nursing may be the administrator.

SC: The administrator/director and the director of professional services may be same individual.

LA: A registered nurse currently licensed to practice in the state of Louisiana with at least three (3) years experience as a Registered Nurse. One of these years must consist of full-time experience in providing direct patient care in the home health setting. Must be a full-time, salaried employee of only one agency.

MS: A baccalaureate degree in nursing and two (2) years of registered nurse experience, or A graduate of a diploma school of nursing with two (2) years of registered nurse experience, or An associate degree of nursing with four (4) years of registered nurse experience, or An incumbent Director of Nursing as of July 1, 1981.

TX: Have at least one (1) year of experience as an RN obtained within the last 36 months.

NC: May also serve as the agency director.

State Specific Requirements for Agency Administrators:

FL, GA, LA, TN, TX:

Has training and experience in health service administration and at least one (1) year of supervisory or administrative experience in home health care or related health program.

FL: Must be a direct employee of the home health agency or a related organization, or of a management company that has a contract to manage the home health agency.

LA: Must be a licensed physician; or registered nurse or college graduate with a bachelor's degree who has three (3) years of documented management experience in health care delivery service or a person who is not a registered nurse or who does not have a bachelor's degree may qualify by having three (3) additional years of documented management experience in a health care delivery service.

MS: An individual with a baccalaureate degree and at least one year of administrative experience in home health care or in a related health provider program, occurring within the last three (3) years; An incumbent administrator as of July 1, 1981; An individual with a minimum of three (3) years of administrative experience in a health related field, one year of which shall be full-time in a home health setting, occurring within the last three (3) years.

NY: Certified home health agency administrator shall mean a person who is responsible to the governing authority for the administrative operation of a certified home health agency and who meets the following minimum qualifications:

(i) is a licensed physician; or

(ii) is a registered professional nurse; or

(iii) is a person who has training and experience in health services administration and at least one (1) year of supervisory or administrative experience in home health care or related health programs.

OK: Shall be properly certified as required by the Department.

TX: Be a licensed physician, a registered nurse, licensed social worker, licensed therapist, or licensed nursing home administrator; or have a high school diploma or general equivalency degree, training and experience health service administration, and at least two (2) year of supervisory or administrative experience in home health care or related health program. Be able to read, write and comprehend English. Not have been employed in the last year as an administrator with another agency at the time the agency was cited with violations of the statutes that resulted in enforcement actions taken against the agency. Not have been convicted of a felony or misdemeanor.

VA: Shall be an individual who has management training and experience and at least one (1) year of supervisory or administrative experience in a health care delivery system.
