Responsibilities

The Director of Talent Acquisition will formulate, develop and execute the recruiting strategy for Information Technology and high level exempt professional openings. This position combines the vision and leadership to lay the foundation for recruiting initiatives with the hands-on tactical activities. The Director of Recruiting will build the infrastructure to support the rapid growth of Vangent, including personnel, systems, and metrics. This position will also be responsible for managing geographically dispersed recruiters and will include:

-Experience in driving the overall recruitment process.
-Monitor and control departmental expenditures within agreed budget. Establish department goals. Define measure and review metrics that will monitor department performance
-Development and implementation of standard processes and best practices to ensure consistency across the organization and ensure compliance with applicable Federal, state and local laws.
-Oversee recruitment process and participate in workforce planning for all assigned exempt and nonexempt technical and professional positions, including sourcing, recruiting, assessing, and selecting qualified candidates.
-Monitor the divisional recruitment process with focus upon measurable reduction in the number of open positions reducing the time to fill for key positions.
-Acts as liaison with outside vendors to assist in recruiting efforts, including employment agencies, placement firms and national job boards.
-Develop and deliver training to HR team and managers.
-Serve as a key member of the HR management team, actively participate in company projects and regularly scheduled meetings to strive toward consistency and the identification and application of best practices across the company.
-Assist in completion of annual reporting requirements, including the affirmative action plan.
-Monitor efficiency and effectiveness of recruitment activities (e.g. time to fill).
-Develop forum for development and sharing of recruitment best practices across the organization.
-Design and drive innovative projects and campaigns to attract top talent-unique marketing campaigns, non-traditional recruiting methods, and process improvement and automation.
-Lead development of the technology and reporting infrastructure to support increased effectiveness, efficiency, growth and evaluation.
-Staff and train high caliber recruiters.

Qualifications

-Bachelors degree with 15+ years of progressive experience in recruiting in a leadership position or equivalent combination of education/experience.
-Demonstrated success at developing and executing a recruiting strategy for a fast-growing company.
-Thorough understanding of job market and hiring trends, early indicators of change, and strategies to adapt quickly to a changing hiring environment.
-Prior experience in building a recruiting infrastructure including personnel, metrics, applicant tracking system (PeopleSoft preferred).
-Strong analytical skills, including development of a reporting infrastructure and metrics for evaluation.
-Experience recruiting for an organization with a diverse group of job functions and specialized roles such as IT, HR and Finance.
