This position is critical to ensure that the Medical Transportation Program, El Paso County Rural Transit Program, and other transportation programs in this department operate successfully and that the programs meet all government laws and regulations (federal, state and local) and ensure that all contractual obligations are adhered to. The incumbent performs various functions such that safe and timely transportation services are provided to passengers transported by agency vehicles.
He/she will be responsible for maintaining control, oversight, and coordination of daily field operations. He/she provides support and/or oversight to department drivers, provides support to department supervisor as needed and carries out assignments designed to ensure consistent and appropriate applications of policies and procedures governing the department. From time to time, may be assigned to transport passengers and thus must be thoroughly proficient with duties and responsibilities of department drivers.
ESSENTIAL JOB FUNCTIONS:
- Coordinates and provides work direction to department drivers to ensure that transportation services are provided in a safe and timely manner.
- Becomes familiar with other department schedules, forms, routes, to ensure that required documentation is completed accurately and in a timely manner and ensures that the agency meets contractual requirements.
- Becomes knowledgeable of the agency’s dispatch transportation software program and makes timely and accurate assignments to drivers so that consumers are transported to their destinations.
- Oversees the monitoring of department staff and radio communication for quality, reliability and professionalism.
- Provides support to ensure that all vehicles receive appropriate and required preventive maintenance and that pre and post trip inspections are completed and properly documented.
- Participates in the preparation and directs the distribution of passenger information notices, flyers, pamphlets
- Is assigned to transport passengers throughout the six-county service area served by the agency, operate a transit route, or transport a special group to their destination and thus must be thoroughly proficient with duties and responsibilities of department drivers.
- The incumbent will be responsible for completing miscellaneous activities such as business errands, purchases and complete other duties as assigned.
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly with Supervisory Personnel to provide quality seamless customer service.
Essential Qualifications:
1. Three years experience in transportation area – preferably transporting passengers.
2. Demonstrated ability to complete written reports and demonstrated experience in written and oral communication skills. Basic computer knowledge, bilingual, have access to own transportation.
3. Possess a valid Texas Commercial Driver’s License and meet vehicle state law insurance requirements. Must not have traffic moving violations within the last twelve months.
4. Must be knowledgeable about the El Paso County and basic knowledge of other five county area served by the agency, and be able to read and understand maps in order to reach destinations throughout the County.
5. Due to the need to transport clients needing essential life-saving medical treatment, incumbent must be willing to perform his/her duties on weekends and most holidays. Schedules are adjusted to allow driver time-off to make up for work performed during holidays.
6. Demonstrate ability to read, write and have oral communication skills such that incumbent understands agency policies and procedures, completes required written reports, training requirements and communicates with staff and clients as needed.
7. Must have strong math skills to monitor accuracy of reports submitted by drivers and complete math calculations related to mileage, travel time, hours of work, etc.
8. Able to communicate effectively.
9. Be in good physical health and able to lift up to fifty pounds and agree to undergo background checks by law enforcement as well as drug test. Results must show that person has not been convicted of an offence nor have a positive drug test results.
