Division Chief Financial Markets recruitment
KEY RESPONSIBILITIES
- Lead the financial markets strategy/beyondBanking Program in alignment with the with strategic priorities and objectives in the Ninth General Capital Increase of the IDB (GCI-9) and SCF Vision targets are to improve the living standards for 15 million people, make climate friendly investments of US$10 billion and meet the funding needs of 250,000 SMEs by 2015.
- Leads the promotion, origination, structuring, negotiation, processing and financial closing of financing and guarantee facilities that: (i) involve taking credit risk on financial intermediaries (with private, mixed and public ownership); (ii) are designed to enhance local and regional capital markets development, including investment funds; and (iii) foster trade finance (including the Trade Finance Facilitation Program).
- Manage a team of professionals to work with SCF's portfolio management unit to transfer responsibility for project implementation and supervision following project approval and until disbursement.
- Provide technical input to projects managed by other SCF Divisions by advising on structuring aspects related to capital markets issues.
- Develops and implements Technical Cooperation operations, including with Multilateral Investment Fund and other funds, that are directly linked to NSG operations.
- Coordinates support with other IDB Departments, as needed, to prepare transactions, especially in the case of financial institutions owned by state entities.
- Provides technical inputs and supports the development of country private sector strategies and country strategies in relation to financial markets development and helps identify and overcome specific institutional and regulatory bottlenecks that hamper development of financial markets.
- Coordinates operational efforts with other Departments, and organizational units of the VPPto ensure that the strategic direction provided by the SCF Manager and the VPP is accomplished.
- Lead highly-skilled interdisciplinary, multi-cultural staff located both at Headquarters and in Country Offices.
ELEGIBILITY CRITERIA AND TECHNICAL COMPETENCIES
Education: Master degree(s) in finance, economics, business administration or other related fields
Experience: At least 15 years of work experience relevant to the duties and accountabilities of the position. Proven management record in similar positions, preferably in Latin America and/or the Caribbean, including supervision of technically strong multidisciplinary teams (preferably in a matrix structure) or potential for developing the required management skills demonstrated by having successfully led project teams on complex transactions. Strong (a) analytical skills; (b) proven track record of originating, structuring and implementing financial market financing and guarantee facilities, including structured finance and asset-backed securities (especially mortgages), financial institutions and/or trade finance facilities; (c) strong risk assessment and mitigation skills; (d) capacity for innovation; and (e) outstanding motivation. Experience working in a private bank or investment firm would be desirable.
Languages: Proficiency in at least two of the Bank's official languages (one being English or Spanish) and preferably working knowledge of a third.
