Documentation Development Section Manager - Army/USMC

The desired location for this position is Sterling Heights. The Documentation Development Section Manager is responsible for the management of the LA Documentation Development section of the Logistics Engineering function, and the associated people, processes and infrastructure. The Documentation Development SM shall manage the development of technical publications of all required types and formats, and training curricula and training support packages for Army- and USMC-focused programs. The Documentation Development SM shall work as part of the Logistics Engineering functional management team with particular emphasis on coordinating with the Documentation Production and Technical Illustration SMs to ensure work products meet required specifications and standards, follow an institutionalized process set and result in acceptable deliverables. The Documentation Development SM shares responsibility for the infrastructure associated with documentation deliverables to meet program requirements. The Documentation Development SM shall coordinate with the training services group in the development of training curricula and training documentation for handoff to the instructors. The Documentation Development SM shall identify core capabilities, and pursue strategies to increase competitiveness in non-core capabilities. The Documentation Development SM is additionally accountable for the following: Responsible for allocating technical staff to/from programs/projects to fulfill staffing needs in a timely manner Responsible for performing comprehensive planning relative to functional capacity capability Responsible for establishing maintaining the technical vitality of people, processes, infrastructure for the functional discipline/domain o People - Responsible for ensuring the technical competence of the assigned Engineering staff, reflecting both current anticipated needs - Responsible for maintaining an affordable competitive skill mix for the functional discipline/domain, inclusive of the judicious use of contract labor - Responsible for maintaining core/context assessments for the functional discipline/domain the prudent application of core/contest assessment results to balancing the in-house content of the functional discipline/domain - Responsible for ensuring that subordinates rigorously apply applicable policies, processes, practices, procedures, methods, standards, guidelines in the performance of their duties - Responsible for administration of PDAs for the assigned staff, inclusive of soliciting inputs from stakeholders, e.g. PEMs IPT leads - Responsible for collaborative career development with subordinates o Processes - Responsible for ensuring the effectiveness relevance of functional processes - Responsible for ensuring functional processes are useful to Engineering practitioners - Responsible for ensuring functional process are integrated standardized, to the extent practical, across LA engineering - Responsible for ensuring functional processes meet applicable compliance assessment standards, e.g. CMMI - Responsible for constructing maintaining functional Cost Estimating Relationships (CERs) to aid in the efficient construction of accurate, repeatable, defendable functional bids estimates o Infrastructure - Responsible for ensuring the availability, efficiency, relevance of functional engineering design/analysis tools services - Responsibility for ensuring the affordability of functional engineering design/analysis tools services, inclusive of ensuring that disused obsolete licenses capabilities are sunset/scrapped in the interest of cost savings - Responsible for ensuring a practical level of functional engineering design/analysis tool services commonality across LA Engineering to improve ability to effectively allocate work across sites - Responsible for the timely identification of capital other investment requirements to sustain functional infrastructure, along with ensuring efficient utilization of such Responsible for ensuring the completeness adequacy of functional bids estimates Responsible for effectively managing allocated indirect budgets Other duties as required include, but not limited to: providing technical expertise to programs/projects, participating in peer reviews, performing independent design phase reviews, performing ??color team ? reviews for pursuits, supporting bids and proposals, supporting IRAD planning. Such duties are likely to span individual functional disciplines/domains. --BA/BS in technical or related relevant field plus 12 years of relevant experience and 8 or more years of hands-on experience with development of military training or publication products 4 or more years of supervisory experience in a documentation environment --Expertise in the development of military technical documentation for US Army and USMC ground platforms, including contemporary practices, processes and tools/technology --Practical knowledge and experience with bidding documentation projects for proposals --Experience in the development and allocation of resources to multiple simultaneous projects of varying complexity Preferred Skills: --Expertise in both military training development and military interactive electronic technical manual development --Demonstrated ability to reduce cost and cycle time in the development of acceptable quality documentation 15 years of relevant experience, including 8 or more years in a supervisory role BAE Systems is a premier global defense and security company with approximately 100,000 employees delivering a full range of products and services for air, land and naval forces, as well as advanced electronics, security, information technology solutions and customer support and services.
