Job Summary:

• Responsible for electrical engineering activities within West Coast region terminals including projects and contract electrical engineering
• Responsible for project manager/engineer duties on capital projects that are primarily electrical in nature, including AFE preparation, equipment and material purchasing, budget attainment, status reporting, project implementation, commissioning and completion
• Function as technical liaison between the electricity provider and company
• Responsible for all phases of electrical work on all capital projects
• Assist Operations and Maintenance Departments during major electrical system disturbances
• Assist Operations and Maintenance during incidents involving electrical equipment failures
• Participate in incident investigations and generating incident reports or failures analysis for adverse incidents involving plant electrical system disturbances and electrical equipment failures
• Make decisions involving technical issues, budget considerations, project schedules and safety with a minimum of supervision
• Evaluate project options and recommend the most technically acceptable cost effective and reliable solutions
• Coordinate work of engineering and construction contractors
• Maintain electrical one-line diagrams
• Maintain electrical coordination studies
• Review major equipment bid tabs and bid conditioning
• Participate in bid conditioning as required
• Review and approve for construction, all electrical design drawings
• Review closely engineering on all major equipment such as transformers, switchgear, MCC, large motors and feeders
• Participate in vendor drawing review cycle for major equipment
• Function as liaison between engineering contractor and the electricity provider
• Review coordination, load flow and transient stability studies
• Inspect and/or witness testing on major equipment at manufacturer facilities as required
• Daily inspection of construction
• Witness critical portions of major equipment installation
• Witness testing of major equipment prior to commissioning
• Act as central resource for support of instrumentation and automation systems for the West Coast region (first line of support, coordinate outside resources and/or maintain relationships with local contractors)
• Interface with terminal maintenance, terminal operations, and corporate instrumentation/automation/electrical engineering resources
• Maintain documentation for automation systems
• Provide instrumentation/automation input to project engineers/managers and terminal staff
• Manage small instrumentation automation capital and expense projects
• Develop, update and review PIDs, loop diagrams, logic documentation, data sheets
• Consult on electrical power distribution and electric driven equipment
• Create, modify and troubleshoot controller logic
• Maintain knowledge of industry codes and standards

Qualifications:

• Bachelor of Science degree required (Electrical or Chemical preferred)
• Bulk liquids terminal or process plant tank farm experience is a plus
• 5-10 years experience in electrical, instrumentation or automation in the oil gas, refining, petrochemical industries or mid-stream
• Must be experienced in electrical distribution up to 69KV, large project execution both engineering and field construction, protective relay coordination, application and testing, and hazardous area classifications
• Must have a working knowledge of the National Electrical Code and API RP 500
• Capable of communicating effectively with engineering contractors, construction contractors, operations and maintenance personnel, equipment and material suppliers
• Proficiency with Microsoft Office applications required
• Demonstrated commitment to personnel and process safety
• Demonstrated commitment to protecting the environment and community
• Possess excellent verbal and written communication skills
• Must be a self-starter and able to work independently
• Must be able to management multiple small tasks concurrently
• Must be willing to work in plant and terminal environments

Desired (not required) Skills:
• Design and field experience with power distribution systems and equipment, instrumentation and PLCs preferred
• Good understanding of stage-gate project management processes preferred
• Registered professional engineer license or EIT in the states of California, Oregon and Washington preferred
