Emergency Preparedness Planner Job in Modesto, California Us

This position exists to plan for disasters, emergency responses and recovery and contingency plans in a cost effective manner. Threat analysis, education and training programs and development of a related communication plan are also performed.
Essential Functions:
- Builds and maintains a framework for cost-effective disaster preparedness and emergency response for medical centers and provides a professional level of disaster contingency planning capabilities.
- Prepares response and recovery plans and procedures to minimize operational disruptions and financial impacts of emergencies and disasters.
- Develops, implements, and maintains medical center readiness (Emergency Operations Center resources and facility emergency management structures and systems) to respond appropriately to major disaster events. Develops and exercises EOC and organizational protocols to ensure timeliness and effectiveness of response.
- Develops and manages contingency planning projects and attendant strategic communications plan.
- Develops program/ planning standards/ guidelines and response/recovery procedures.
- Recommends and supports implementation of contingency planning solutions.
- Analyzes threats and risks and their potential business impact on critical resources and functions.
- Designs and presents education/ training programs and resource materials for medical center staff employees and physicians in all areas of disaster preparedness and emergency response.
- Develops and oversees implementation of an Emergency Communication System and provides training to ensure readiness and maintenance of system.
- Acts as liaison to community organizations, local and state government as well as Kaiser regional offices in areas of disaster preparedness.
Qualifications:
Basic Qualifications:
- Significant experience (usually 5+ years) in an emergency management, emergency planner, or business continuity planning position contributing to the development, implementation, and maintenance of a complex organizational emergency management system.
- Bachelor's degree, or equivalent experience. Masters and/or professional certification preferred.
- Certification in emergency preparedness planning and management and/or certification in disaster recovery or business continuity preferred.
- Extensive knowledge of all phases of disaster mitigation, (preparedness, response and recovery) and principles of emergency management (planning and development).
- Strong analytical, organizational, and communication skills.
- Demonstrated skills in threat analysis and continuity planning methodology preferred.
- Experience developing training programs preferred.
- Must be able to work in a Labor/Management Partnership environment.
