Energy Program Analyst/Team Lead

Job Description Responsibilities

Energetics is accepting applications for an Energy Program Analyst/Team Lead to support the U.S. Department of Energy’s Office of Energy Efficiency and Renewable Energy, Office of Weatherization and Intergovernmental Program (OWIP). The position is located on site at the U.S. Department of Energy’s L’Enfant Plaza Building in Washington, DC.

OWIP’s responsibilities include the Weatherization Assistance Program (WAP), State Energy Program (SEP), Energy Efficiency and Conservation Block Grants (EECBG) program, Tribal Energy activities, and Renewable Energy Production Incentives (REPI). The Energy Program Analyst/Team Lead will provide communications, data analysis, and program management support to WAP.

Responsibilities may include, but are not limited to the following:

•Managing a team of analysts supporting senior level clients
•Contract reporting and management
•Business development activities
•Designing concise data-driven reports and user interfaces to handle large amounts of data
•Responding to requests from senior-level management through written reports and oral presentations
•Developing and presenting Power Point presentations
•Anticipating analysis that would be helpful to the overall management of the program
•Designing training materials and conducting trainings via webinar
•Analyzing performance and compliance data
•Designing excel charts and graphs
•Developing talking points and briefing materials in response to requests for information

Qualifications Required
EDUCATION/EXPERIENCE:

Candidate must possess a minimum of a bachelor’s degree in a social science or related field. A master’s degree is preferred. The Energy Program Analyst must have a minimum of three (3) years of related experience.

ESSENTIAL KNOWLEDGE, SKILLS, AND ABILITIES:

•Must be comfortable with working in a fast-paced environment
•Experienced in proofing the work of others
•Extremely detail-oriented
•Able to multi-task
•Prior experience in developing and reviewing spreadsheets, data outputs, and reports is required
•The ability to analyze data and determine trends is required
•Must be a clear and concise communicator and be willing to suggest solutions to clients
•Must be able to work independently and within a team setting
•Must have a strong desire to creatively solve problems
•Able to effectively use Microsoft Office and Outlook
•Experience with Cognos and other business intelligence and performance management software is highly desired

ADDITIONAL SKILLS/ABILITIES:

Extensive experience is required in designing, implementing, and maintaining Excel spreadsheets that combine multiple data sources. An Excel test will be administered to all candidates granted an in-person interview.

Minimum Excel skills should include:
•Knowledge of VLOOKUP, INDEX, MATCH, and OFFSET functions
•Familiarity with an array of formulas
•Experience building advanced graphs and charts
•Knowledge of PIVOT tables
