Job Description Job Description: Use preliminary studies to determine the prioritization of traffic signal optimization based on levels of saturation. Update and construct intersection graphics, and requisite database tables. Collect data including, but not limited to: (1) Turning movement counts (2) Signal timing data (3) Geometric data, to include lane configuration, link distances between intersections, storage lengths for exclusive turning lanes, approach grades, parking conditions, pedestrian volumes, etc. (4) Travel time data. (5) Install and setup portable cameras. Provide digital video of traffic count. Analyze the collected data. Set-up and code net work. Develop and optimize signal timing plans, including but not limited to, the development of signal timing plans and the evaluation of the results using traffic analysis and simulation software. Development of timing plans will be for time-based coordination (TBC), incident management, special events, and traffic responsive (TRSP) modes of operation. For TBC, each intersection will have between five and eight timing plans developed including AM peak, PM peak, midday, evening off-peak, Saturday peak, Sunday peak, weekend AM, weekend PM. Two to four additional timing plans for holiday traffic will be required for approximately 170 intersections near 12 major shopping centers throughout Northern Virginia. Special event timing plans (4th of July, GMU, Wolf Trap, Tax Day, construction detours, etc.) will be requested for select intersections throughout the Region. Implement and document timing plans. Review signal plans submitted by outside consultants. Perform signal and freeway Systems operations, including but not limited to the following: Review and response to internal and external inquiries; monitoring system failure log; incident and emergency management; evacuation, and event management. Perform traffic and travel time studies, operational analysis and provide recommendations. Evaluate the before and after condition and compose final reports. Support real-time traffic monitoring, and integrated freeway and arterial traffic management at VDOT NRO Signal Control Center Skills/Knowledge: Possesses a Bachelor of Science Degree in Civil, Electrical or Systems Engineering and 3-6 years of experience in traffic engineering having at least 2 years in traffic signal operations. Able to make independent judgment performing simple to moderate complex signal timing strategies. Masters of Science degree preferred. Experience in traffic engineering, traffic impact studies and traffic operations Knowledge of the MUTCD. Experience in evaluating complex traffic operations such as freeways, surface street system interchanges, and performing traffic analysis using SYNCHRO, VISSIM and DynaSmart. In-depth knowledge of the Highway Capacity Manual and HCS; Effective oral and written communication skills preferred. A valid Virginia driver s license required.
