Engineer or Principal Engineer (Buildings), Energy Efficiency & Climate Change recruitment
Role Overview
The Bank's strategy in the energy efficiency sector is to integrate energy efficiency and climate-change related activities into the Bank's operations. The objective is to increase the impact (in terms of volume of financing, number of operations, coverage of sectors, physical energy savings and emissions reductions, as well as innovative financing instruments) and to assist the region in improving its energy efficiency performance. The Energy Efficiency and Climate Change ("E2C2") Team plays an operational role providing support to bankers and their clients on integrating sustainable energy into the banking business activities.
The Bank's strategy on climate change is set in the Sustainable Energy Initiative ("SEI") which is now at the end of its second phase. The new third phase covering the period 2012-14 is currently under preparation. Within SEI Phase 3, the Bank will scale up its energy efficiency programme, including in the building sector, through dedicated credit lines operated through partner financial intermediaries; develop new products addressing energy efficiency in the built environment and pursue energy efficiency opportunities with corporate clients.
The E2C2 Team comprises more than 30 professionals covering a wide range of disciplines within the sustainable energy space including banking, finance, carbon markets, energy policy and engineering. In particular, the Team includes two engineers specialised in energy efficiency in the built environment.
The Team is now seeking to recruit an Engineer or Principal Engineer to work with corporate banking teams on built environment projects financed by the Bank, as well as to assist on policy dialogue projects related to improvement of policy and regulatory environment and development of appropriate business development models (for both the public and private sectors). This position is for a 10-month short term contract. The Engineer or Principal Engineer will be based in London and will report to the Corporate Sector Business Line leader in the E2C2 Team.
Key Responsibilities and Deliverables
- Provide technical support to bankers in evaluating sustainable energy opportunities in built environment projects
- Assess sustainable energy opportunities within built environment projects financed by the Bank
- Manage procurement of consultants including drafting terms of reference, selecting and contracting consultants in liaison with relevant Bank departments
- Ensure operational management and quality control of consultants engaged on energy audits and energy performance assessments
- Assist on technical, legislative and institutional aspects related to the development of enabling sustainable energy policy regulatory environment in the building sector of countries of EBRD operation
- Assist on development of bankable financing models focused on energy efficiency refurbishment of residential buildings
Essential Skills, Experience Qualifications
- University degree relevant to the position (engineering / architecture / policy)
- Minimum of 5 years' relevant professional experience, for example in technical and commercial aspects of the construction sector, promotion of energy efficiency in the built environment or procurement and management of specialist consultants
- Ability to structure projects and take them through the entire preparatory chain of drafting terms of reference and procuring and managing consultants
- Experience of the sustainable energy sector and related policy issues associated with the countries of Central and Eastern Europe and the former Soviet Union
- A broad understanding of commercially viable sustainable energy investment opportunities in the region where the EBRD operates
- Knowledge and understanding of key EU building policies, as well as international standards on energy performance of buildings, e.g. ISO and other standards
- Excellent written and verbal communication skills in English
- Computer literate, including use of Excel
Desirable
- Previous experience with the consultancy sector
- Experience on low-energy building design, energy performance assessments or energy auditing in any of EU countries would be an advantage
- Membership in any of professional organisations related to energy efficiency or dealing with engineering of buildings would be ideal.
- Experience of concise reporting, project management and marketing is a plus.
- A good command of Russian, Turkish or another language of the Bank's region of activity would be advantageous but is not a requirement.
