The technical group is responsible for sustainable systems for Mechanical Integrity, Reliability Technology Group and Project Management and Controls.
- Manage the mechanical integrity programs for the site in line with Flint Hills Resources high standards for Safety and Compliance. This includes metrics and interaction with operations excellence team and other sites for best practices and performance improvement. The expectation is the systems are developed to ensure sustainable programs that are not individual driven.
- Manage Project Engineering department and Inspection department in design, estimation, construction, and completion of projects ranging from small expense projects ($10,000) to multi-million dollar projects.
- Ensure project priorities are aligned with site objectives and goals
- Establish and manage expectations for operability, safety, environmental, reliability, and schedule in order to mitigate project risks
- Work with outside Engineering Design firms and Inspection Services as necessary
- Actively manage work of the Construction Coordinators to ensure priorities and schedules are met
- Provide operating unit technical support and technical leadership for the Port Arthur Plant
- Provide technical support for unit process health, reliability, and inspection strategies
- Provide technical support to inspection group for risk based inspection initiatives
- Represent technical group in development and execution of capital and expense project
- Provide technical support for Root Cause Failure Analysis (RCFA) work
- Lead area process engineering group in identifying and mitigating risk around ARE/PBI (At Risk Equipment/Potential Business Interrupters) as it relates to the process
- Develop inexperienced project managers and help mentor other unit technical personnel
- Approve estimates, budgets, bid tabs, schedules
- Ensure compliance with FHR Project Management Guidelines (PMG), and support continuous improvement of the project work process.
- Lead in application of the PMG
- Ensure PMG deliverables are met for each project phase
- Manage the phased project approval process
- Encourage and manage application of appropriate Value Improving Practices (VIP's)
- Provide continuous improvement feedback to the PMG process by application of project lessons learned
- Ensure the Decision Making Framework (DMF) is followed and supports the projects and plant vision.
- Lead the reliability technical team to support the reliability centered organization by applying best practices in FHR and industry. This group support the plant and project groups from a technical expertise perspective. This group leads change and completes (FMEA Failure Modes Effect Analysis) to prevent failures and establish equipment strategies
- Promote the application of Market Based Management philosophies and adherence to the MBM guiding principles
- Ensure all employees understand their strengths and improvement areas through frequent one-on-one coaching sessions
- Establish high expectations and hold employees accountable for their performance
- Cost management responsibilities include but are not limited to: making sound economic decisions by applying the Decision Making Framework model, generating an annual operating cost forecast, leveraging internal and external labor in an efficient manner, making system improvements based on added value to Flint Hills Resources
- Coordinate and collaborate with FHR Operations Excellence Team and industry peers to establish company best practices and standards for the Chemicals Plant Operations as well as ensure consistent application across Port Arthur Chemicals
WORK EXPERIENCE SKILLS REQUIRED:
- 10+ years of experience in a Petrochemical/Refinery facility
- 5+ years of experience working as a leader in a Petrochemical/refinery facility
- 3+ years experience managing an Engineering Group and/or Inspection Group
- Strong customer service orientation, willingness to challenge the status quo, also great initiative and proactive nature
- Ability to multi-task and operate in a fast-paced environment is a must
- Familiarity with Mechanical Integrity
EDUCATION REQUIRED:
- Bachelor's degree in Engineering/Chemistry Discipline
WORK EXPERIENCE SKILLS PREFERRED:
- Capital Project Management experience
- Previous experience working with P3 (Primivera software program) and/or Microsoft Project
PHYSICAL DEMANDS or UNUSUAL WORKING CONDITIONS
- Walking up and down stairs frequently
- Constantly (2/3 or more of the time) hearing, seeing (acuity – near, far and depth)
- Exposure to environmental conditions (frequently walking in and outdoors) with exposure to extreme warm and cold temperatures
- Must be able to walk in plant and wear proper PPE
