Health Safety and Environment Affairs Regional Manager
Multiple Locations: Ennis, TX Bryan, TX. Shreveport, LA. and Lake Charles, LA.,(up to 50% travel)

We are currently searching for a Health Safety and Environment Affairs Regional Manager to join the Saint-Gobain North American Shared Services Group. The Saint-Gobain North American Shared Service Center provides Environmental Health and Safety support to the operating affiliates of Saint-Gobain in North America.

The successful candidate will be a key member of the Environmental Health and Safety team. The Regional Manager is the in-house expert on HSE issues for the manufacturing sites in the region. This position will be based at one of our manufacturing operations in the region such as Ennis, TX. Bryan, TX. Shreveport, LA. or Lake Charles, LA., and will provide support to our facilities in Texas, Louisanna and Oklahoma. The roles of the regional manager include:

oServe as the point of contact for the approximately 15 manufacturing sites on all HSE issues for which they need assistance
oProvide consistent and efficient roll-out and training to the site personnel on CSG, Sectors, or SGC NA programs
oProvide guidance and training on technical and regulatory aspects of HSE as needed
oShare best practices with sites and with managers for other regions
oInterface with government HSE agencies site on negotiations and abatements
oPerform HSE audits of sites for regulatory compliance and conformance with CSG guidelines
oProvide direct technical support to sites to meet HSE objectives as needed, including permitting, process or product review, regulatory interpretation
oInterface with other regional HSE managers; roll-out and assist with business-specific HSE initiatives; and prepare HSE data and summaries as needed by their business management.
oPerform CSG projects as needed including 20-step assessments.
oPer the direction of the HSE Director, provide technical leadership nationwide on a specific area of expertise and/or lead SG program roll-out across SGC NA

Duties / Responsibilities –

75% Provide direct HSE support to the approximately 15 manufacturing sites within the region. This includes training, permitting, technical reviews, on-site technical support, leading special projects, SG program rollouts, agency interaction, regulatory evaluation, auditing,
25% Support SGC NA activities by serving as technical expert, leading rollout of programs, serving on subcommittees on key topics, performing 20 step assessments.

The candidate must understand laboratory procedures and sampling techniques, the audit process and design of regulatory programs. Excellent comprehension of government regulations, and a balance of objectivity and realism, must be coupled with the ability to effectively interact and communicate the issues internally and externally.

As the voice of authority for the SGA NA, the candidate should have prior experience/expertise in the following areas:
- Strong understanding of Federal, state and local HSE regulations and sources of information;
- Preparing Environmental reports and preparing permit applications;
- Interacting and negotiating with State and federal regulators
- Designing and implementing industrial hygiene monitoring programs
- Implementing site safety programs including comprehensive risk evaluations, employee training and behavioral improvements

This position is expected to spend about 50% of time at the various locations to perform his/her responsibilities.
This positions will perform own scheduling and be responsible for all travel activities.
This job will require both office work and work in manufacturing areas, so use of PPE is mandatory.
The individual will develop extensive internal and external contacts to help in establishing best practices and seek advice. This position will also serve as mentors for HSE site coordinators. This position will be expected to project a positive corporate image when interacting with outside agencies and individuals

Qualifications:

The successful candidate must have strong organization skills, be self-motivated, be able to work independently, have very strong interpersonal skills, be able to work calmly while under pressure, have a high degree of initiative, have high ethical standards, have very solid project management skills, and have excellent communications ability.

A Bachelor of Science degree in an Environmental/Industrial Hygiene discipline, science or engineering is required. A Master of Science degree in a related field is preferred but not required. Professional certification as an Industrial Hygienist, Safety Professional and/or Professional Engineer is also desired. The candidate should have a minimum of 7 years of direct EHS experience in a manufacturing setting.
