Environmental / Regulatory Manager

We are seeking a highly motivated individual to join our team as our Regulatory Affairs Manager at our Corporate Office in Moorhead, MN. This position is primarily responsible for establishing and maintaining constructive business relationships with local and state government and community groups representing American Crystal. The Regulatory Affairs Manager, will work closely with the Environmental Affairs Manager, to ensure compliance of environmental regulations and implementation of plans and policies to comply with laws relating to environmental control. The position will provide resources to factory management regarding regulatory guidance, completion of environmental permits, compliance testing, and review of engineering projects for environmental compliance. 

The Regulatory Affairs Manager and the Environmental Affairs Manager share accountability for the following areas:
• Integration of environmental issues into American Crystal's business operating practices and decisions, and provide regulatory direction and technical support to factory management and engineering.
• Ensure environmental issues are part of the strategic planning process. Develop and implement techniques to evaluate the impact of environmental concerns on everyday and long-term business decisions.
• Make recommendations to corporate and factory management in developing and implementing environmental strategic plans and goals. Jointly ensure the appropriate environmental policies, guidelines, plans and programs are in place to comply with applicable laws and provide methods for evaluating effectiveness in achieving goals.

The Regulatory Affairs Manager is primarily accountable for the following areas:
• Accountable for and oversees the permitting and compliance testing processes to ensure all necessary environmental permits are in place to maintain factory and ag operations, change factory operations or increase factory production. Ensures the filing of required reports and responds to government agency requests. Ensures audits of activities are performed to ensure effectiveness of programs.
• Ensures testing is completed in a timely and accurate manner to ensure compliance with permit requirements.
• Maintains a professional relationship with state and federal environmental agencies, local governments and citizens relating to environment issues that affect the community and acts as a spokesman for the company. Actively participates with business groups on environmental issues in an attempt to influence decision-making by government.
• Monitors the Agriculture department activities to ensure compliance with existing and new regulations. Frequently provides Agricultural staff with interpretations of existing and new environmental regulations and is a key contributor in developing solutions. Provides necessary training and follow-up on progress. Provides a system to remind people of key regulatory dates and deadlines.
• Reviews strategic plans and capital plans to ensure required environmental permits are obtained in a timely manner.
• Negotiations with state agencies for environmental permits including air, waste water, and solid waste.

The incumbent has complete authority to ensure compliance with all regulatory laws and company policies and may stop factory production in severe cases of noncompliance.

KNOWLEDGE EXPERIENCE:
Qualified candidates will have extensive regulatory and environmental knowledge including Title V, waste water, and solid waste, typically gained through the completion of a bachelor's degree in Environmental Engineering, Chemistry, or related field.  Must have 5 to 10 years of experience managing the regulatory and environmental function in an industrial setting. Effective communication at all levels of the organization as well as with state and local officials, business and community leaders and citizen groups is critical, as are effective managerial skills. Strong leadership, effective project management skills, and the ability to influence others required.
