Primary Title: Environment, Safety, and Health (ESH) Manager Reports To: Technical Assurance Manager Purpose of the Position: Manage ESH functions for a large, complex program providing support to the Government under a multi-million dollar, five to ten year contract for management and operations of geographically dispersed sites in the South involving surface and underground storage of petroleum products. Major Duties: Develop, implement, and maintain a comprehensive environmental management program, including: o Environmental monitoring o Environmental impact assessment and reporting o Regulatory agency reporting o Permitting o Oil spill response o Pollution abatement o Waste minimization o Laboratory operations o Environmental audits Ensure contract meets requirements set forth in ISO 14001 Drive organization to be capable of ISO registration within 12 months Prepare all necessary Federal, State and local environmental permit applications Develop, implement, and maintain a comprehensive safety and health program, including o Safety and health inspections o Hazard identification analysis and abatement o Accident investigation o Industrial hygiene Implement a worker safety and health program that meets 10 CFR 851 and reduces or prevents injuries, illnesses, and accidental losses Drive organization to be capable of meeting OSHA Voluntary Protection Program (VPP) criteria Ensure subcontractor adherence to all ESH programs and policies Manage program in compliance with Government policies and procedures Candidate requirement: Education: o Minimum of BA/BS in Environmental Science, Safety Engineering, Industrial Hygiene, Health Physics, or related disciplines o MS in Environmental Science, Health Physics, or a related advanced degree is preferred o Registered Environmental Manager preferred o Certified Health Physicist preferred o Certified Industrial Hygienist preferred o Certified Safety Professional preferred Experience: o Fifteen (15) or more years experience in ESH, including oversight of environment, health, and safety activities on contracts valued at = $100 million/year with = 600 employees (including subcontractors) o Implementation and maintenance of 10 CFR 851, OSHA VPP, and ISO 14001 programs o Have a stellar safety and environmental compliance record, with particular emphasis on zero fatalities and exemplary subcontractor ESH performance o Wide range of management and implementation experience in behavior-based safety, human performance improvement (HPI), industrial hygiene, and regulatory compliance o Program management in support of the Government or a major commercial customer o Experience with the Department of Energy s Integrated Safety Management System (ISMS) and/or Environmental Management System (EMS) is preferred o Programmatic oversight for ESH activities on a contract with multiple geographic locales is preferred o Experience with State of Texas, State of Louisiana, and EPA Region 6 regulatory environment is preferred o Experience working in accordance with DEAR 970.5223 (Integration of ESH Into Work Planning and Execution) is preferred Must be U.S. Citizen Security clearance or ability to obtain one What We Offer AECOM employees around the world enjoy a wide range of benefits and competitive compensation package.
