Environmental/Regulatory Field Representative
Description:
Design Group Staffing is currently seeking an Environmental / Regulatory Field Representative for our large multi-national client. The position is located on site and is a eighth month contract with high possibility of extension. Flights in and out are paid for.
Overview of the Position:
- Position is located on-site
- Position is accountable to the Construction Manager
- Position reports directly to the Construction Manager
- Position can interface directly with Calgary Environmental and Regulatory Affairs Advisors as necessary
- Provide ER oversight and field support to construction and facility related activities in the Early Works, Pilot and Exploration Projects
- Monitor Pilot construction and facility operation activities according to the Regulatory Compliance Plan and Environmental Management Plan
Responsibilities Accountabilities:
Regulatory Duties
- Provide construction regulatory permit support
- OGC registration and notification of snow fill/ice bridge construction/deactivation,
- Meet and assist/shadow all regulatory employees for the entire time they are on site
- Document their concerns, provide feedback/report to CM and Calgary
- Report and participate in the investigations of environmental and regulatory incidents
- Participate (provide input) into the development of action plans
- Ensure compliance is documented for regulatory and environmental activities to ensure due diligence can be demonstrated to the regulator.
Environmental Duties
- Complete environmental inspection(s) of completed construction activities. (Confirm and document construction activities adhered to the terms and conditions of the permits/approvals
- Annual culvert and bridge inspections
- Monitor newly disturbed areas for erosion (after construction, and spring breakup)
- Wildlife (document and report to Calgary wildlife observations)
- Monitor proper soil handling, salvage practices
- Weed control (organize and supervise treatment)
- Monitor frac flowback pits and drilling sump for signs of leaking/overflow, wildlife/fowl interaction
Environmental Consultant Oversight
- Provide site orientation to field crew
- Supervise in the field
- Sign time tickets
Awareness Training
- Topics could include: Wildlife, water, erosion, soil handling, footprint/trespass, public stakeholder concerns, waste, spills
- Identify and communicate construction-related regulatory and environmental compliance requirements (compliance consists of laws, regulations, approvals, permits, best practices) to construction teams. Ensure that construction teams understand these requirements and compliance with these requirements is monitored and reported.
New Construction Activity - ER review
- Project Planning - Provide assistance/advice on project planning with regard to lease and road location
- Pre-Construction - Review and communicate pertinent aspects of the environmental protection plan and caribou protection plan prior to related construction work
- Review permits and approvals (water crossings, pipeline licenses, well authorizations) for environmental caveats prior to commencing work
- Identify, communicate and document environmental sensitivities in JSA, kickoff and tailgate meetings, construction execution plans
- Provide environmental clarifications to Contractors, and Construction Managers in regards to environmental best practices (e.g. rutting, admixing, stripping, timber salvage, culverts, and erosion control).
- Post Construction - Attest compliance of construction practices against projects regulatory and environmental commitments/approvals.
liaison between Field and Calgary
- Ensure that environmental Continuous Improvement opportunities are identified and implemented in order to improve overall environmental performance.
- Report key regulatory and environmental issues.
Surface Water Management
- Manage surface water withdrawal according to the SWMP
- Track water use (daily basis, total volume basis
- Ensure only sources with active permits are used
- Direct users to sources (based on the local environmental conditions i.e. stream flow, lake depth)
- Audit water hauling trucks to ensure adherence to SWMP
- Report water use and provide summaries to internal and external tracking purposes
- Manage waste handling, disposal and manifest tracking for construction activities
