PROJECT OVERVIEW: Parsons is managing an Independent Validation and Verification ( IVV) program for the Department of Defense to review third party A/E work, conduct self-performed studies and analysis, testing and measuring, and perform specialized engineering services, planning and design reviews, commissioning services and construction oversight on worldwide delivery orders. POSITION OVERVIEW : Completes a wide variety of difficult and complex estimating activities for a large project. The Estimator at this level utilizes his/her broad experience, expertise, and exposure to various types of company projects and clients, and regularly exercises his/her familiarity of company and project practices and procedures. SPECIFIC RESPONSIBILITIES : Provides guidance, direction, and specialized assistance for the resolution of difficult and complex estimating problems. Assists project management with preparation of schedules for estimate preparation, review, and publication. May lead a small team of estimators who are qualified to perform capital cost estimating. Prepares material takeoffs on the most complex projects, drawings, and plans. Reviews takeoffs provided by the Engineering Department and checks for mathematical and technical accuracy. Prepares detailed breakdown of components and elements of estimates for systems and subsystems. Reviews contractual documents and contract modifications to determine scope of work and scope changes. Creates estimating guides and procedures for the client. Prepares and summarizes task and subtask estimates, including rate and unit cost determination and performing mathematical calculations by applying standard factors. Assigns material costs and staffing costs to the takeoffs. Obtains telephone quotes for materials and services. Accumulates, evaluates, and documents historical cost data and construction procedures and methods in order to maintain current estimating standards and databases. Provides training and guidance to assigned personnel in the preparation, revision, and production of cost estimates. Reviews work of subordinate personnel for quality, clarity, and application. Participates in client presentations as required. Performs other responsibilities associated with this position as may be appropriate. Qualifications PREFERRED EDUCATION/EXPERIENCE: 4-year degree in Engineering or Construction Management (or related field) and must have 10-12 years of related work experience, including capital cost estimating experience. Proficiency in MCASES MII and Success Estimator a plus.. Must have a SCEA, ASPE, AACE International or equivalent certification or be able to obtain one is one year. US citizenship is required, along with ability to obtain high level government security clearance based on security pre-screening. Familiarity with mission critical facility or heavy commercial projects, including high performance computing / data centers and redundant highly reliable facility systems, mechanical cooling systems, large complex HVAC systems, EMCS systems, utilities, fire protection, piping and related facility systems. US citizenship is required, along with ability to obtain high level government security clearance based on security pre-screening. SKILLS/COMPETENCIES : Ability to perform difficult and complex estimating activities typical to the engineering and construction industry is required. In addition, excellent communications and written skills required. Applicant must be well versed in industry cost estimating procedures and practices Knowledge of company and project procedures and practices, and a working knowledge of Success Estimator and MCACES MII is a plus. Candidate must have a clear understanding of, and ability to work with, engineering drawings and specifications.
