Kaiser Permanente is experiencing a growing number of large, complex programs and national strategic initiatives due to rapid regulatory and industry changes, and evolving strategic company direction. The increasing inter-dependency and cross-portfolio nature of these efforts requires a very senior level program manager to ensure the successful execution of these programs. Many of the initiatives require program management across multiple geographic sites and time zones, over 50 integrated work tracks, and several hundred people in multiple organizations with a high degree of matrix management structure. The scope of work is supporting national and regional group business objectives, typically including replacement of strategic applications or application suites, or extensive enhancements to business critical and secondary applications requiring stakeholder management across multiple regional and national business functions. The Integrated Planning and Program Management leader is accountable for the integrated planning, design, and coordinated delivery of strategic projects in Group BIO regions and collaborative initiatives to optimize regional project efforts. A mission-critical aspect of this role is the ability to lead the transformation of program and project management capabilities from their current level of maturity to world-class level. To accomplish this, the leader will form exceptional collaborative relationships with KP business partners, Business Information Officers, IT leaders, Regional Business Leaders, and compliance/regulatory communities to ensure consistent successful delivery of value-driven technology programs and projects. Essential Functions: - Development and achievement of highly valued strategic engagement relationships and world-class program/project management for investment and core programs and projects delivered to regions; defines the engagement relationship needed, ensures world-class engagement and project management teams and processes; ensures operational excellence, financial management rigor, and ITIL compliance; achieves consistent on-time on-budget project delivery. Develops strategies and approaches for multiple large complex programs using the PMI framework as well as other resources such as the Health Plan portfolio's Front Door process. Provides leadership to program and project team members in developing program frameworks, and facilitates with the business on utilization of shared PMO practices, processes and reporting - Program design, risk and dependency management across multiple major programs . Manages the overall planning, major milestones, and associated interdependencies to ensure successful execution across multiple regions and programs. Manages the overall funding, planning, forecasting and execution of program budgets within regional expectations. Ensures that cross-regional and cross-program issues are escalated, tracked and resolved - Establishes excellent audit and compliance planning and coordination efforts to ensure that new programs upfront will readily address SOX and other compliance requirements. Leader remains current on regulatory requirements and developments and ensures the program/project management functions strategically meet the compliance needs. - Facilitates change management function across programs including all relevant stakeholders in change management processes and change criteria. Leverages knowledge, expertise and experience of change management process and consults with project/programs to manage scope. Facilitates escalation of change management issues to executive sponsors along with business and IT partners when appropriate. - Communication. Informs stakeholders of progress, issues, and status of emerging plans and work underway to ensure they are fully-informed; continuously seeks client and stakeholder input and feedback on program implementation efforts; continuously seeks input from clients, stakeholders, and staff on service improvement opportunities Requirements
