Position Description:

APS is managing the Oregon Health Plan Care Coordination (OHPCC) Program, which supports high-risk clients with chronic illness through disease management and medical care coordination. The program supports providers and assist clients in becoming and staying healthy by reinforcing treatment plans and by educating patients on making responsible decisions about their healthcare.

APS is seeking an Executive Director to lead this exciting program and be the primary contact for our client, the Office of Medical Assistance Program, Department of Human Services (Medicaid). The Executive Director is the "face" of APS in the Oregon healthcare community as well as the client and other stakeholders. The position is based in the APS Tualatin office and will require some travel as needed.

Responsibilities:
• Coordination of activities to improve process, services, and outcomes between the clinical, technical, quality and support staff.
• Educate and collaborate with community providers and other state designated vendors.
• Understands and actively monitor key productivity and outcome metrics to ensure contractual compliance and financial performance.
• Lead, plan and direct the operations of the program, and assure that all contract deliverables are met on a timely basis.
• High level of interaction with DHS, community leaders, State strategic partners in the healthcare arena, and other stakeholders to promote productive working relationships in the Oregon community.
• Monitor revenue and expenditures to assure the program is operating within defined budget.
• Interview, select, train, and manage approximately 14 staff members including 1 Clinical Operations Manager and telephonic DM and CM RN staff, client services support staff.
• Establish, review, and enhance policies and procedures to ensure effective and efficient operational processes.
• Pro-actively solve for changes in contractual focus and/or deliverables, as well as be able to utilize both technological and human resources to the best advantage of the program.
• Responsible for assuring compliance with applicable laws and regulations.

EDUCATION:
Bachelor's degree in a healthcare/business discipline, Masters Degree or PHD strongly preferred.

REQUIREMENTS:
• At least 10 years of experience in progressively responsible positions in the health care field, preferably working with managed care and/or public sector populations.
• Experience in a senior-level position related to Medicaid management, chronic disease management or related health and human service system is desirable.
• Ability to understand and interpret regulations as well as contractual language.
• Ability to succinctly and effectively communicate with staff, client, providers, and other process stakeholders.
• Previous experience in successfully managing a multimillion dollar budget.
• Exceptional leadership, communication, organizational development, analytical, and client relationship building skills required.
• Understanding of public sector services and supports.
• Experience with Oregon Medicaid services and providers is desirable.
