Executive Director, Support Services, Northern California

Responsible for NCAL regional oversight (direct and indirect) of support services operations including: environmental services, material management, plant operations and maintenance, nutritional services (food services), linen, transportation, operator services, environmental health and safety and security services.Medical Center Support Services Assistant Administrators have dotted line reporting relationship to this position. Drives region-wide initiatives on various facility and support services issues. Ensures facility support and maintenance functions meet established benchmarks and are coordinated at a regional level with National Facilities Services and Clinical Technology. Ensures alignment with the NCAL operational strategy. Serves as the Energy Officer for the NCAL Region and the Health Plan Lead Executive for Environmental Stewardship.Partners with National Facility Services to ensure necessary support for Regional Building Operations. Essential Functions: - Ensures the cost-effective and efficient delivery of support services throughout the NCAL Region in a manner that promotes member satisfaction and retention - Ensures facility assets are adequately maintained in each medical center by overseeing capital (PMR) and operational budgets - Ensures plant maintenance and large-scale capital projects in all medical centers adhere to organizational standards, are delivered on a timely basis and meet established budgets - Develops Regional structures, programs and processes that provide a firm foundation for facilities related compliance, monitoring and reporting on effectiveness (facilities related risk mgt) - Partner with NFS in the development and review of standards, SVRs and other tools used in capital projects so that they adhere to organizational standards, are delivered on a timely basis, and meet established budgets and operational requirements - Collaborates with medical center SSAAs to structure support services to promote a high degree of internal customer satisfaction and the implementation of best practices - Establishes quality controls for facilities information systems (computerized maintenance management, facility condition assessments, utility billing program, etc.) - Works closely with Regional and local departments to champion and implement organization-wide initiatives (e.g., Security Master Plan, Facility Condition Assessments, Workplace Safety, Revenue Enhancement, Business Continuity, Supply Savings) - Identifies and implements best practices across the NCAL Region - Works with Regional Financial Services and local SSAAs to ensure all medical center capital assets are tracked and managed - Collaborates with SSAAs to ensure successful management of facility building-lease services and construction/expansion projects - Works with the SSAAs to assure that all procurement activity adheres to organizational policies, procedures and financial standards - Leads the development of Regional facilities policies and provide input into development of national policies - Coordinates response and follow up to hazard alerts and product recalls related to facilities equipment and systems - Serve as the Regional point of escalation for facilities related issues - Accountable for overall development, coordination and execution of a sustainable energy program - Manages and directs energy program resources, capital, and operating budgets - Responsible for validating, tracking and reporting reductions, savings and other metrics Qualifications: Basic Qualifications: - Bachelor's degree in Business Administration, Public Administration or related field. - Extensive (Minimum of 10 years) experience leading the delivery of ancillary services in a multi-faceted hospital/health care system - Expert knowledge of federal and state laws and regulations especially those relating to facilities/engineering, environmental services, hazardous waste management and safety, emergency preparedness - Proficient in team building, conflict resolution, group dynamics, and project and budget management - Demonstrated experience developing operational standards, policies and practices which contribute to organizational efficiencies and effectiveness - Must be able to successfully collaborate with Medical Group and Labor Partners to mutually achieve operational successes in a Labor/Management Partnership environment - Demonstrated excellent communication skills (written, verbal, active listening) with a strong ability to influence - Must be able to work in a Labor/Management Partnership environment Preferred Qualifications: - Master's degree highly preferred.
