General Position Summary Responsibilities:

The Facilities and Operations (FO) Supervisor reports directly to the General Manager and has a primary focus on driving, guiding and influencing the support mechanisms that streamline and coordinate the overall operational effectiveness and efficiency of the assigned operations.  The FO Supervisor focuses specifically on: overall Health Safety and Environmental compliance; quality control; maintenance and accuracy of all material inventories; coordination of inter-yard transportation of materials; ensuring their facility’s volume quotas are being met by communicating with the Commercial Group; and Continuous Improvement for the facilities, administration, and management of Production and Maintenance employees.

This position operates within flexible parameters. The primary goal of this position is to achieve excellence in all facets of facility and operations management. Providing the highest quality product safely, effectively and efficiently decreases accidents and errors and increases profits.

Essential Functions:

1) Environmental and Health Safety (HS)
a) Supports overall HS issues within the facility by working closely with the Regional Safety Engineer(s). 
b) Ensures Environmental compliance in accordance with company, federal and state policies by working closely with the Regional Environmental Manager.
c) Monitors HS programs administered by MRB HS department.
d) Following an incident or accident, instructs personnel on Corrective Action Plans in accordance with policy.
e) Monitors HS and Environmental Compliance for all assigned locations to report any deficiencies and/or issues to the General Manager, Regional General Manager, HS Engineer(s), and/or Environmental Manager.
f) Provides a safe environment for all employees, customers and visitors.

2) Operational Performance Best Management Practices
a) Oversees operations and maintenance in all departments.
b) Ensures that negotiated production levels are met and maintained for all departments.
c) Forecasts monthly production with the General Manager, in conjunction with the Commercial group, to ensure facility goals are met.
d) Spearheads Continuous Improvement for the facility.
e) Reviews maintenance procedures and record keeping for all production equipment.
f) Investigates to clarify, validate, test and analyze operational data for accuracy and validity.
g) Assesses the effectiveness of transportation and other sub-contractors.

3) Equipment Maintenance
a) Monitors equipment needs and availability for the facility.

4) Inventory Quality Control
a) Maintains communication with facility and regional Commercial and Transportation Departments to ensure material purchase quotas are being met for the facilities and material is being transferred or shipped in a timely fashion.
b) Maintains accurate material inventories in all facilities, keeping in compliance with all internal and SOX controls, in conjunction with the regional financial group.
c) Monitors assigned yard inventories.
d) Ensures that reports of any off grade/ off spec materials are discussed with supervisor prior to shipment  in order to eliminate quality consumer complaints,  avoid downgrades, and eliminate claims
e) Ensures all storage of finished goods is done in compliance with internal controls already set in place.
f) Implements and maintains an effective, documented Quality Control program focusing on a strong relationship with Commercial and Sales departments.
g) Works with internal and customer specs for materials.

5) Budgeting Forecasting
a) Operates facilities within established Operating and CAPEX budgets and makes recommendations on a yearly basis for Capital Expenditures taking into account: equipment condition; environmental necessities; operational needs; ability to sustain business operations; business growth.

6) Administrative Management
a) Identifies and spearheads any necessary training for all personnel.
b) Ensures proper reporting is in place and being utilized for all production departments.
c) Manages all personnel by setting up an appropriate management structure. 
d) Follows HR guidelines for status changes, salary changes, goal setting, annual reviews/evaluations, and payroll issues.

7) Special Projects
a) Performs other special projects as assigned.

The FO Supervisor directly supervises the facility team, union or non-union non-management hourly staff.

Qualifications:

Minimum of 5-10 years previous experience in steel scrap yard operations, and familiarity with physical operations and personnel.  College degree preferred; courses in business/operations management helpful.  Project management experience or specialized knowledge a plus. This position requires possession of a valid driver’s license and the ability to drive an automobile.

Knowledge of operations; leadership, analytical, organization, good communication, good mathematical skills; and intermediate computer competency.  Ability to: apply principles of logical thinking to a wide range of practical problems; deal with a large number of variables and determine a specific course of action.
