Job Requirements
- A Bachelor’s Degree in Finance / Accounting or Professional Accounting qualification
- At least 6 years of relevant experience in Finance / Accounting
- Possess a solid technical expertise in the field of accounting and accounting standards, including the Group Accounting Policies, which needs to be updated regularly so that it remains current
- Strong understanding on the importance of the control environment and framework, including the end-to-end processes related to governance, risks to the business and the controls that provide business assurance, and be able to trouble-shoot when required
- Good understanding of SAP system and the key Connected Application Portfolios (CAPs), their interdependencies and the implication on the management and financial reporting process.
- Excellent analytical skills
- Prior experience in working with internal stakeholders, covering multiple Finance Operations teams, Business/Functions, Regional and Global personnel and external stakeholders (eg auditors, government bodies and banks
- Good communication and interpersonal skills
Job Responsibilities
- Represent Controllers in various costs review initiatives, by providing analysis for inputs to strategic and business planning process and portfolio activities
- Manage budget/costs in identifying possible costs savings, developing reasonable latest estimates
- Provide advisory support in country level co-ordination of planning and appraisal process for Functions
- Corporate Cost Allocation and Recoveries Focal Point
- Provide statutory reporting expertise and advice for Shell entities in Singapore including accounting treatments for unusual transactions and all disclosures
- Manage and influence the wide and diverse range of stakeholders in the statutory reporting process, to ensure local accounting standards are adhered to and accounts are filed on a timely basis with the regulatory board
- Subject matter expert (SME) for Statutory Reporting Standardization project, such as updating Country template and developing timetable for the end-to-end statutory reporting process
- Support changes in group requirements by applying broad principles in group guidelines to a workable local implementation plan
- Perform high-level review of corporate and shared function costs and Quarterly Commentary (QRC) to the group for overall reasonableness
- Represent onshore finance as focal point and act as the key finance interface to the various stakeholders in assessing the impact of retrofits on finance
- Be the Property Tax Focal Point for Shell Singapore and main interface for IRAS for all property tax related queries
- Protect Shell bottom-line by ensuring all declarations and payments to IRAS were made on a timely basis and assist in assessment of potential tax exposures
- Provide advice to business on potential property tax issues through research and collaboration with external property tax consultant
- Focal point for treasury activities such as dividends declaration and bank accounts management
- Analyze retained earnings and cash flow positions to propose dividends payments to the Board
- Interface with external banks and treasury to support bank accounts opening and updating of signatories
- Local finance adviser to various support functions on all financial related matters
- Review the various surveys that Shell Singapore has to submit to the relevant government authorities
- Interface Management with Finance Operation. Play the role of an integrator to troubleshoot operational issues or assist to implement new solutions/processes when business needs changes
- Custodian of licenses and permits (including export licenses and end-use declarations required for exports)
- Process owner for Operations and Commercial SOX controls processes
- Implement and manage, as required, compliance programs mandated by Group or Downstream in conjunction with the Chemicals Governance Risk Assurance Manager
- Assure document retention for regulatory compliance related documents in line with Management requirements
- Assure Operations staff is competent with relevant legislation and regulations by providing fit-for-purpose training programs
- Proactively advise management on recommendations to address gaps/issues related to regulatory compliance and provide input in support of the annual Letter of Assurance
- Primary Operations interface for internal and external auditors (excluding HSSE audit) and accountable for organizing self-audits
- Develop and maintain effective networks with various stakeholders
- Stay abreast of and influence developments in the regulatory compliance arena and to anticipate required changes
