Primary Responsibilities:

- Manages the liquidity risk of the commercial bank subsidiary of Morgan Stanley (China bank), including daily liquidity risk management according to the Bank's liquidity risk policy, annual review and enhancement of liquidity risk management framework, and liquidity risk related control and governance.

- Partners with BU traders to operate and manage the treasury book of China bank, including treasury trade strategy under the liquidity risk management framework, monitoring and management of treasury trades, treasury PL management, internal transfer pricing of assets and funding.

- Drives the Bank's capital management strategy and collaborates with risk management and financial controllers to establish the Bank's Basel II and Basel III processes and approaches including ICAAP.

- Chairs China bank's Asset-Liability Management Committee (ALCO), drives ALCO agenda, develops and oversees ALCO related policies, standards and procedures.

- Leads dialogues with Bank regulators (CBRC, PBOC and SAFE) on liquidity, funding and capital

- Monitors China bank's net interest income and net interest margin (NIM) and optimizes its NIM under various constraints.

- Develops and explores funding options as necessary and contribute to the Bank's deposit business strategy.

- Assists China Treasury and Asia Treasury in other Treasury matters.

Skills Required:
- At least Bachelor's degree in Finance, Accounting, Business Management, or Economics, with Master degree preferred

- At least five years of work experience in a commercial bank's treasury in China. Foreign commercial bank work experience, or equivalent such as bank treasury consulting, is required. Additional treasury work experience with big Chinese banks is a strong plus. Treasury or Finance work experience in investment banking industry in China is a plus but not required.

- Knowledge in Chinese bank regulations is required. Prior experience in dealing with Chinese bank regulators is strongly preferred.

- Strong knowledge of China fixed income market is a must-have. Experience, either direct or indirect, in China interbank market is strongly preferred.

- Sensitive to numbers, analytical, and able to piece information together quickly to make judgment calls.

- Good interpersonal skills.

- Be able to multi-task and prioritize.

- Strong verbal and written communication skills in both English and Mandarin are required.
