One year fixed term/secondment opportunity
To support the delivery of effective and timely payment services for Health and Community Services. To
ensure that payments made are in line with recorded, authorised commitments and against budgets. This
role will have specific responsibility for the provider helpline. You will be a highly motivated individual and
capable of developing professional relationships with our providers, supplying a front line service to Providers
on the resolution of payment issues. You will work as part of a team and have excellent communication
skills. You will be competent at keeping accurate manual and computer records and will be able to interpret

The Role - Key tasks and deliverables
PURPOSE OF THE JOB
To support the delivery of effective and timely payment services for Health and Community Services. To
ensure that payments made are in line with recorded, authorised commitments and against budgets. This
role will have specific responsibility for the organisation of the new provider helpline.
MAIN AREAS OF RESPONSIBILITY
To focus on the needs of all stakeholders, including suppliers, service users and budget managers, to ensure
that transactional activity is carried out as efficiently and effectively as possible.
To contribute positively, to encourage others and to promote best financial practice and compliance with the
relevant accounting, statutory and Hertfordshire County Council (HCC) financial regulations and procedures.
To demonstrate an understanding of financial regulations and procedures and respond promptly, and bring to
the attention of the senior staff/manager, any emerging issues within allocated areas of work, including
specification of service standards.
To liaise and work closely with colleagues within HCS and the Herts Finance Service to help develop best
practice and to support the delivery of efficient and effective transactional services.
To respond in a professional and customer focussed manner to queries from the public, care providers or

other stakeholders in relation to the services for which the team is responsible.
To support the production of financial management information to meet the needs of the Finance Business
Partner HCS and the Assistant Director (Performance and Business Support).
To contribute to identification, and realisation of, opportunities for service improvement and increased
efficiency, including through the use of new technology.
To deliver work effectively and to take responsibility for the accurate and timely processing of financial data
and maintenance of financial records.
To support the development of the team's understanding and delivery of the council's equalities and diversity
agenda.

PERFORMANCE, SUPERVISION AND SUPPORT
You will be assessed as part of the annual performance management process and progression will depend on
meeting the relevant criteria specified for each grade in the skills matrix and on work at the required level
being available.
You will have day to day contact with the Senior Finance Officer / Care Payments Manager to monitor
completion of tasks and assist with queries, complex cases etc.
JOB CONTEXT
The Care Payments Department has responsibility to ensure that payments to providers and clients are made
in line with contracted payment terms and within Departmental Guidelines. Payments should be made in a
timely manner in order to meet the Authorities Performance Indicator targets.
