Description:
With minimal supervision and direction, responsible for preparing information and data necessary for filing rate applications as well as other regulatory applications. Completes exhibits, work papers, interrogatories, and testimony in a timely and accurate fashion. Provides critical information and reports on revenues, tariff issues, capital structure, etc. which cascades from the rate making process to the overall profitability of the business.

Provides advice and expertise on a pro-active basis to State Presidents/GMs, senior managers and employees. Maintains relationships with commission staff and develops relationships with other outside stakeholders. Provides advice and assistance in planning and reporting on regulation matters.

Actively participates in rate cases and other regulatory filings. With minimal supervision and direction, prepares various rate case support schedules, testimony, exhibits and responses to interrogatories. Provides testimony in areas of expertise. Prepares filings for other key strategic issues supporting the on-going development of the business.

Prepares reports detailing progress on regulatory requirements and internal regulatory expectation. Supports timely and accurate filings on all regular or routine matters, e.g., DSIC, Annual AIF, and Tariff Updates. Ensures compliance in accordance with local rate making process.

Supports and develops junior team members and provides flexible support to colleagues. Provides assistance in building and maintaining the Rates Knowledge Community and in developing best practices. Contributes to effective communication by listening and providing constructive feedback, supporting the creation of an open and honest work environment, and cascading and sharing knowledge and information relevant to other members of the team and colleagues across the business. Continues personal development as complete rates professional, including case preparation, testimony and external relations.

Records process performance using established measures. Regularly reviews measures and assesses activities to drive continuous process improvements and related goals. Implements Best Practices.

Requirements:
Bachelor’s Degree in Accounting or Finance.
MBA in Accounting or Finance.

CPA, CMA, or CFA.

Eight plus years experience.
Prior corporate and/or multi-subsidiary experience desired.
Five plus years prior experience in the utility, shared service or multi-company corporation industry desired.
One to two years previous experience leading teams preferred.
Demonstrated experience in identifying process improvement opportunities and implementing improvements

Comprehensive knowledge of accounting concepts; fully understands complex regulatory accounting and recognized as a corporate resource for their expertise.
Ability to utilize multiple methods of analysis, cost accounts analysis, budgeting and forecasting to a standard that can be upheld upon peer review.
Has advanced knowledge sufficient to interpret and apply to the work performed at a senior professional level:
US GAAP and complex regulatory accounting and practices, and company policy and the highly technical expertise required in rates or accounting/financial words, SAP, or Utility industry.
SOX, Rates and Capital Compliance requirements advanced knowledge and the ability to lead activities related to SOX, Rates or Capital compliance.
Fully understands complex regulatory accounting.
Capable of working directly with commission staff and preparing written and oral testimony on basic items within identified area of expertise including items such as expense adjustments, annualizations, normalizations, etc.
Excellent understanding of industry issues.
Ability to identify the need for and develop new financial analysis requirements and models.
Able to apply more complex project evaluation and scenario modeling techniques.
Excellent knowledge of Microsoft Office products and productivity tools (e.g., word processing, spreadsheet, presentation, database, Lotus Notes).
Prior knowledge and experience with JD Edwards, Orcom, or other ERP software a plus.
