Financial Policy Officer recruitment

Appointment to the post will be for a fixed period of 2 years

The successful candidate will prepare financial research and analysis for use in the development of business strategies and tactics, to support FI management in the elaboration and formulation of policy proposals on financial activities.

S/he will report to the Head of Division and work under the supervision of the Financial Policies team leader. The employee will cooperate closely with other FI departments, as well as other business lines within the Bank, such as Front Office Lending, Risk Management, the Legal Department and Financial Control. S/he will maintain a network of external contacts with International Financial Institutions, other Multilateral Banks and other EU institutions.

Accountabilities

• Produce analyses of technical and/or regulatory matters in order to assess their possible impact on existing policies, and inform the management team accordingly

• Quantify the financial impact of the opportunity or issue involved, including likely returns on investment or payback period for proposed capital expenditures, new products or other investments

• Elaborate, propose and draft new and/or updated policies on key financial areas in order to improve return on financial operations

• Assist in the development of long-range financial forecasts and in the preparation of reports

• Coordinate and/or contribute to the drafting of FI opinions on new EIB operational activities, and of FI proposals on new financial methods/products

• Prepare relevant briefings on financial policies for FI management, in coordination with FI team members and other relevant directorates

• Prepare FI proposals to be submitted to the Asset-Liability Committee (ALCO) and/or FI positions on proposals submitted to the ALCO

• Develop and/or update official financial policy documents (eg delegation of authority, operational guidelines) and ensure their communication within FI and to concerned services in the Bank

• In cooperation with the FI departments concerned, develop new and/or update existing methodologies for analysing, monitoring performance and reporting on key financial areas

• Monitor and analyse the work of relevant Financial Institutions in financial policy areas, with a particular focus on the implications for the Bank’s financial activities

• Provide input to the Financial Policies team leader in the definition of objectives and work plans for own team, by drafting proposals and suggesting policy initiatives

Qualifications

• University degree, preferably in Finance, Economics or Business Administration

• At least 3 years relevant professional experience, gained in a Bank, other Financial Institution, Regulatory Body or EU/Regional/National Government Agency, and including sound knowledge of financial instruments and/or proven experience in financial regulatory matters

• Knowledge of the International Accounting Standards, in particular of the accounting treatment of financial products

• Understanding of the EIB’s mission and activities

• Advanced computer skills

• Excellent knowledge of English and/or French, and a good command of the other
