Clearance - SECRET required.

Education: Candidates will have appropriate education and experience to receive guidance from senior level managers and work independently to accomplish assigned tasks. The candidate must have a bachelors degree in business/finance/economics or a related discipline and have a minimum of 7 years of task related job experience.

Work Experience Field: Have a general appreciation of standard office operations and support systems. Have a general working knowledge of DoD and its unique constructs. Have a basic knowledge of the DoD Acquisition process. DoD Acquisition Level II certification (desired.)

Special Skills: Good communication and computer skills; working knowledge of MS word processing and spreadsheets and Internet Explorer. Organizational skills and ability to perform detailed-oriented work are required.

Job Description:

URS is seeking a Financial/Budget Analyst to lead support in the areas of: project management and contract performance measurement including policy interpretation, requirements analysis, planning and administration, cost estimating, compliance reviews, performance monitoring, data analysis, risk assessment and status reporting. Support Program reviews. Analyze contractor performance trends and prepare completion forecasts. Perform business/economic analytical studies and cost benefit analyses in support of the JPEO CBD programs Develop reports and analyze financial data. Conduct research and prepare financial analyses and forecasts in support of the JPEO CBD business processes. Generate management tools to effectively control programs. Generate reports documenting findings. Conduct research into procurement practices and assess/implement improvements to, or compliance with acquisition procedures. Prepare computerized programs utilizing commercial software to manage tasks. Participate in cost proposal development. Maintain data base to produce monthly financial reports. Track, process and distribute deliverables and monitor comment status. Prepare and maintain expenditure spreadsheets as directed. Develop forecasts and cost analyses, and internal and external customer unique reports. Prepare contract expenditure versus estimated budget report for JPEO CBD on a regularly scheduled basis for use in data analysis. Prepare actual obligations and disbursements reports as directed. Review monthly financial accounting reports for validity of expenditure/level of effort data, and submit a variance report to the JPEO CBD. Support the documentation process for procurement requests. Process invoices and monitor cost reports. Assist in the development of customer correspondence.
