DEFINITION

To participate in the more complex, technical, and difficult work of staff responsible for performing a variety of accounting and financial analysis of the District; to ensure adherence to accounting functions and pertinent laws, rules, and regulations; and to perform a variety of technical tasks relative to assigned area of responsibility.

DISTINGUISHING CHARACTERISTICS

This is the advanced journey level class in the Analyst series for Fiscal Services. Positions at this level are distinguished from Budget Analyst by the level of responsibility assumed and the complexity of duties assigned. Employees may be assigned to either budgeting or accounting functions. Employees at this level are required to be fully trained and knowledgeable in all procedures, laws, and regulations relative to the assigned area of responsibility.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from higher level supervisory or management staff.

ESSENTIAL FUNCTION STATEMENTS Essential responsibilities and duties may include, but are not limited to, the following:

Develop, maintain, and perform budgetary and position control requirements for the human resources/payroll/financial system. Coordinate and verify salary and benefit changes between human resources, payroll and the financial system. Correct charges as necessary. Assist in the development of budgets for all funds of the District, including computing and verifying salary budgets for all employees. Collect, investigate and evaluate data to develop valid conclusions and recommendations regarding budgets.

Perform a variety of specialized accounting duties in the review, analysis, maintenance, and adjustment of designated funds.

Monitor and report fund and project cash balances.

Research, compile, prepare, and revise accounting data; monitor, evaluate, and reconcile assigned accounts; code, verify, and update accounts to reflect income, transfer, and expenditures, reconcile various statements to assure fund accounting.

Review and analyze income and expenditures entries and records and reconcile with actual expenditures, journals, and accounts.

Review and monitor revenue financial systems and subsystems.

Prepare a variety of financial, statistical, and narrative records, statements, files, and reports related to accounts, funds, revenues, expenditures, and reconciliations, evaluate financial records to identify and resolve discrepancies.

Serve as a technical resource for staff, outside agencies, and other concerning accounting functions; respond to inquiries, resolve issues, conflicts and discrepancies and provide technical information concerning area of responsibility.

Provide oversight and assure compliance with District policies, procedures, and practices related to the budgeting and accounting operations of the District.

Serve as a functional lead in the development, integration and enhancement of the District?s automated accounting and financial systems. Coordinate testing of new system functionality and/or system enhancements.

Perform review and analysis of new, proposed, and amended restricted and unrestricted sources of funds.

Provide financial information for program audits and coordinate with independent auditors to develop a thorough understanding of the required financial information and systems needed to insure compliance with federal and state regulatory requirements.

Performs other related duties and responsibilities as required.

QUALIFICATIONS

Knowledge of:

Principles and practices of generally accepted accounting principles, restricted funding, fund accounting, public sector budgeting, reporting, and auditing.

Principles and practices of effective team leadership and training. Cash reconciliation.

Modern office procedures, methods and equipment including computers. Principles, policies, regulations and laws of various State and Federal agencies governing the fiscal administration of a Community College District.

Computerized financial and management information systems used for the fiscal administration of a Community College District.

Financial research, data collection and report writing.

Pertinent Federal, State and local laws, codes and regulations.

Ability to:

Develop and apply sound budgeting and accounting methods to a variety of financial transactions and problems.

Prepare comprehensive budget and accounting reports and statements. Interpret, explain, and apply District, County, State and Federal policies, regulations and laws governing the fiscal operations of a Community College District.

Establish and maintain cooperative and effective working relationships with administrators, staff and other governmental units and agencies. Effectively problem-solve and analyze information and data. Communicate clearly and concisely, both orally and in writing. Work in a team environment.

Work under pressure; meet deadlines.

Think critically and use good judgment.

Work independently without close supervision.

Organize and schedule work to maximize efficiency.

Sensitivity to and understanding of the diverse academic, socioeconomic, cultural, linguistic, ethnic backgrounds and disabilities of community college students and staff.

Experience and Training

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Five (5) years increasingly responsible experience performing professional level budgetary and accounting work preferably in financial analysis in a school district or public agency.

Training:

Bachelors degree from an accredited college or university in accounting, business administration or a related field with at least 20 units of accounting coursework. CPA, CIA or Financial Professional certification preferred.

Essential and other important duties may require maintaining physical condition necessary for sitting for prolonged periods of time; visual acuity for reading numerical figures.
